วันที่ 24 พฤศจิกายน 2566 มหาวิทยาลัยนครพนม จัดเวทีถอดบทเรียนโครงการวิจัยและผลิตสื่อสร้างการเรียนรู้สำหรับประกอบอาชีพแก่คนพิการทางสติปัญญาและครอบครัว ภายใต้วิถีปกติใหม่ โดยมี ผู้ช่วยศาสตราจารย์ ดร.ขจิต ณ กาฬสินธุ์ รองอธิการบดีฝ่ายวิชาการ เป็นประธานเปิดงาน มี ดร.คณิน เชื้อดวงผุย หัวหน้าโครงการวิจัยและผลิตสื่อสร้างการเรียนรู้สำหรับประกอบอาชีพแก่คนพิการทางสติปัญญาและครอบครัว ภายใต้วิถีปกติใหม่ กล่าวรายงาน ณ ห้องพนมศิลป์ ชั้น M  อาคาร 50 พรรษามหาวชิราลงกรณ คณะศิลปศาสตร์และวิทยาศาสตร์ มหาวิทยาลัยนครพนม 

ดร.คณิน เชื้อดวงผุย หัวหน้าโครงการวิจัยและผลิตสื่อสร้างการเรียนรู้สำหรับประกอบอาชีพแก่คนพิการทางสติปัญญาและครอบครัว ภายใต้วิถีปกติใหม่ เปิดเผยว่า โครงการดังกล่าว ได้รับการสนับสนุนจากกองทุนพัฒนาสื่อปลอดภัยและสร้างสรรค์ โดยเป็นการดำเนินงานร่วมกับเด็กและครอบครัวของผู้พิการทางสติปัญญา รวมถึงหน่วยงานที่เป็นภาคีเครือข่ายในพื้นที่ 3 จังหวัดชายแดนริมน้ำโขง เช่น บึงกาฬ นครพนม และมุกดาหาร เพื่อศึกษาปัญหาความต้องการของเด็กและครอบครัวผู้พิการทางสติปัญญา ในเรื่องการพัฒนาทักษะอาชีพ การออกแบบสื่อที่เหมาะสมและสอดคล้องกับสรรถนะของผู้พิการทางสติปัญญา รวมถึงการนำสื่อที่ได้จากการทดลองงานวิจัย มาใช้ในการพัฒนาทักษะอาชีพให้กับเด็กและครอบครัวของผู้พิการทางสติปัญญา 

ผู้ช่วยศาสตราจารย์ ดร.เบญจยามาศ พิลายนต์ นักวิชาการโครงการวิจัยและผลิตสื่อสร้างการเรียนรู้สำหรับประกอบอาชีพแก่คนพิการทางสติปัญญาและครอบครัว ภายใต้วิถีปกติใหม่ กล่าวว่า จากงานวิจัยของตัวเลขทั่วโลก พบว่ามีคนพิการมากกว่า 1,000 ล้านคน (คิดเป็น 15 % ของประชากรทั่วโลก) มีคนพิการทางสติปัญญามากถึง 200 ล้านคน ตัวเลขในประเทศไทยพบมีคนพิการกว่า 2 ล้านคน (คิดเป็น 3.08 % ของประชากรทั่วประเทศ) และมีคนพิการทางสติปัญญากว่า 140,000 คน ขณะที่ 3 จังหวัดชายแดนริมน้ำโขง ซึ่งเป็นพื้นที่เป้าหมายของการดำเนินงานวิจัย มีคนพิการทางสติปัญญามากถึง 2,958 คน (นครพนม 1,814 คน บึงกาฬ 835 คน และมุกดาหาร 759 คน) ประกอบกับช่วงที่ผ่านมาของสถานการณ์การแพร่ระบาดโควิด-19 พบว่าครอบครัวของผู้พิการทางสติปัญญาในพื้นที่ 3 จังหวัดดังกล่าว มีรายได้ลดลง บางครอบครัวแทบไม่มีรายได้จากการจ้างงาน หากเด็กผู้พิการทางสติปัญญาได้รับการพัฒนา หรือมีทักษะการประกอบอาชีพที่ดี จะเป็นกำลังเสริมให้กับครอบครัวในเรื่องของการเพิ่มรายได้

ด้าน ผู้ช่วยศาสตราจารย์ ดร.ขจิต ณ กาฬสินธุ์ รองอธิการบดีฝ่ายวิชาการ มหาวิทยาลัยนครพนม กล่าวว่า มหาวิทยาลัยนครพนม นอกจากการผลิตบัณฑิตที่มีทักษะความสามารถป้อนเข้าสู่ตลาดแรงงาน มหาวิทยาลัยยังมีพันธกิจในด้านการวิจัย การบริการวิชาการ เพื่อต่อยอดองค์ความรู้ไปสู่ชุมชนและสังคม โดยส่งเสริมผลลัพธ์จากงานวิจัย ที่เป็นนวัตกรรมหรือเทคโนโลยีต่าง ๆ ไปช่วยสนับสนุนให้เกิดการสร้างงาน สร้างอาชีพ ในสังคมทั่วไป ทั้งในกลุ่มคนปกติ และกลุ่มคนที่เป็นผู้พิการ โดยเฉพาะการให้สวัสดิการต่าง ๆ เพื่อให้เกิดความเท่าเทียมทางสังคม ตลอดจนการสร้างการรับรู้ และสร้างเจตคติที่ดีสำหรับผู้พิการ 

นอกจากนี้ ยังจัดเวทีเสวนา ในหัวข้อ “บทเรียนความสำเร็จการเรียนรู้ประกอบอาชีพแก่คนพิการทางสติปัญญาและครอบครัว ภายใต้วิถีปกติใหม่” จากนายภาคภูมิ แพงพิมาย ครูชำนาญการ หัวหน้ากลุ่มบริหารวิชาการ ศูนย์การศึกษาพิเศษประจำจังหวัดนครพนม นายณรงค์ชัย บุรชาติ นักพัฒนาชุมชน (ชำนาญการพิเศษ) ผู้แทนองค์กรปกครองส่วนท้องถิ่น องค์การบริหารส่วนตำบลมหาชัย นางปราณี แก่นนาดี ตัวแทนผู้ปกครองเด็กผู้พิการทางสติปัญญา ดร.คณิน เชื้อดวงผุย หัวหน้าโครงการวิจัยและผลิตสื่อสร้างการเรียนรู้สำหรับประกอบอาชีพแก่คนพิการทางสติปัญญาและครอบครัว ภายใต้วิถีปกติใหม่ ผู้ช่วยศาสตราจารย์ ดร.เบญจยามาศ พิลายนต์ นักวิชาการโครงการวิจัยและผลิตสื่อสร้างการเรียนรู้สำหรับประกอบอาชีพแก่คนพิการทางสติปัญญาและครอบครัว ภายใต้วิถีปกติใหม่ ร่วมเสวนา โดยมีนายวิชิต โกพลรัตน์ นักพัฒนาสังคม สำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์ เป็นผู้ดำเนินรายการ

ทั้งนี้ ยังได้มอบชุดสื่อเรียนรู้สำหรับการประกอบอาชีพแก่คนพิการทางสติปัญญาที่ผ่านการประเมินจากคณะกรรมการผู้ทรงคุณวุฒิ จำนวน 4 อาชีพ ได้แก่ การทำความสะอาด การปลูกผักบุ้ง การเลี้ยงปลาดุก และการทอดกล้วยกรอบ ให้แก่ผู้ปกครอง และผู้แทนหน่วยงานที่มาร่วมกิจกรรม อาทิ องค์การบริหารส่วนตำบลกุดฉิม องค์การบริหารส่วนตำบลรามราช องค์การบริหารส่วนตำบลคำเตย องค์การบริหารส่วนตำบลมหาชัย องค์การบริหารส่วนตำบลบ้านกลาง องค์การบริหารส่วนตำบลนาทราย องค์การบริหารส่วนตำบลหนองย่างชิ้น เทศบาลเมืองนครพนม ศูนย์การศึกษาพิเศษประจำจังหวัดมุกดาหาร ศูนย์การศึกษาพิเศษประจำจังหวัดนครพนม ศูนย์การศึกษาพิเศษประจำจังหวัดสกลนคร และสมาคมเพื่อคนพิการทางสติปัญญาจังหวัดนครพนม เพื่อนำไปฝึกทักษะให้เกิดการสร้างรายได้ของกลุ่มผู้พิการทางสติปัญญา

On November 24, 2023, Nakhon Phanom University organized a forum to debrief on the research and media production project for career learning for people with intellectual disabilities and their families under the new normal. The event was led by Assistant Professor Dr. Kachit Na Kalasin, Vise President for Academic Affairs, presided over the opening ceremony, with Dr. Kanin Cheuduangphui, Project Leader for Research and Production of Learning Media for Career Development for People with Intellectual Disabilities and Their Families under the New Normal, reported at the Phanomsin Room, M Floor, 50th Anniversary Building, Faculty of Arts and Sciences, Nakhon Phanom University.

Dr. Kanin Cheuduangphui, the project leader for research and production of learning media for vocational training for people with intellectual disabilities and their families under the new normal, revealed that the project is supported by the Safe and Creative Media Development Fund. It involves collaboration with children and families of people with intellectual disabilities, as well as partner agencies in the three Mekong River border provinces, such as Bueng Kan, Nakhon Phanom, and Mukdahan. The project aims to study the problems and needs of children and families with intellectual disabilities regarding vocational skills development, designing appropriate media that aligns with the abilities of people with intellectual disabilities, and using the media obtained from research trials to develop vocational skills for children and families of people with intellectual disabilities.

Assistant Professor Dr. Benjayamas Phayun, a researcher for the project on research and production of learning materials for vocational training for people with intellectual disabilities and their families under the new normal, stated that global research figures show that there are over 1 billion people with disabilities (15% of the global population), with as many as 200 million people having intellectual disabilities. In Thailand, there are over 2 million people with disabilities (3.08% of the national population), with over 140,000 people having intellectual disabilities. In the three Mekong River border provinces, which are the target areas for the research, there are as many as 2,958 people with intellectual disabilities (1,814 in Nakhon Phanom, 835 in Bueng Kan, and 759 in Mukdahan). Additionally, during the recent COVID-19 pandemic, it was found that families of people with intellectual disabilities in these three provinces experienced a decrease in income, with some families having virtually no income from employment. If children with intellectual disabilities are developed or have good vocational skills, they will be an additional source of income for their families.

Assistant Professor Dr. Kachit Na Kalasin, Vise President for Academic Affairs at Nakhon Phanom University, stated that in addition to producing skilled graduates for the workforce, Nakhon Phanom University also has a mission in research and academic services to extend knowledge to communities and society. This is done by promoting research findings, such as innovations and various technologies, to support job creation and career development in society, including for both the general population and people with disabilities. This includes providing various welfare benefits to promote social equality, as well as raising awareness and fostering positive attitudes toward people with disabilities.

Additionally, a seminar was held on the topic "Lessons Learned from Successful Career Learning for People with Intellectual Disabilities and Their Families Under the New Normal," featuring Mr. Phakphum Phaengphimai, a senior teacher and head of the academic administration group at the Nakhon Phanom Special Education Center; Mr. Narongchai Burachat, a community development officer (specialist level) representing local government organizations, Maha Chai Subdistrict Administrative Organization; Ms. Pranee Kaennadi, a representative of parents of children with intellectual disabilities; and Dr. Kanin Cheuduangphui, Project Leader for Research and Production of Learning Media for Vocational Training for People with Intellectual Disabilities and Their Families Under the New Normal, Assistant Professor Dr. Benjayamas Phirun, an academic with the research and media production project for vocational learning for people with intellectual disabilities and their families under the new normal, participated in the discussion, which was moderated by Mr. Wichit Koponrat, a social developer from the Office of Social Development and Human Security.

Additionally, learning materials for vocational training were presented to individuals with intellectual disabilities who had been assessed by a panel of experts in four occupations: cleaning, water spinach cultivation, catfish farming, and crispy banana frying. These materials were given to parents and representatives of participating organizations, including the Kut Chim Sub-district Administrative Organization, Ram Rat Sub-district Administrative Organization, Kam Toei Sub-district Administrative Organization, Maha Chai Sub-district Administrative Organization, Ban Klang Sub-district Administrative Organization, Na Sai Sub-district Administrative Organization, Nong Yang Chin Sub-district Administrative Organization, Nakhon Phanom Municipality, Mukdahan Special Education Center, Nakhon Phanom Special Education Center, Sakon Nakhon Special Education Center, and the Nakhon Phanom Association for People with Intellectual Disabilities. The purpose of these materials is to facilitate skills training for income generation among individuals with intellectual disabilities.
