วันที่ 20 มิถุนายน 2567 เวลา 09.00 น. ศูนย์ศึกษาอนุภูมิภาคลุ่มน้ำโขง สถาบันวิจัยและพัฒนา มหาวิทยาลัยนครพนม จัดกิจกรรม “เครือข่ายคนรุ่นใหม่นักสื่อสารฮักน้ำโขง 2024 : SCIENCE AND POLICY INTERFACE YOUNG PEOPLE ENGAGEMENT IN ENVIRONMENT ACTION 2024” โดยมี ศาสตราจารย์ ดร.ธวัชชัย ศุภดิษฐ์ รักษาราชการแทนอธิการบดีมหาวิทยาลัยนครพนม เป็นประธานเปิดงาน มีรองศาสตราจารย์ ดร.กรไชย พรลภัสรชกร รองอธิการบดีฝ่ายการคลัง วิจัยและบริการวิชาการ กล่าวรายงาน ณ ห้องบรรยายและสัมมนา ชั้น 2 อาคารเทคโนโลยีดิจิทัล มหาวิทยาลัยนครพนม (เขตพื้นที่ดิจิทัล) ต.ในเมือง อ.เมือง จ.นครพนม

ศาสตราจารย์ ดร.ธวัชชัย ศุภดิษฐ์ รักษาราชการแทนอธิการบดีมหาวิทยาลัยนครพนม กล่าวว่า แม่น้ำโขงเป็นแม่น้ำสายสำคัญที่หล่อเลี้ยงประชากรหลายประเทศในทวีปเอเชีย จากสถานการณ์ในปัจจุบันจะเห็นว่าเกิดการเปลี่ยนแปลงสภาพภูมิอากาศ ส่งผลกระทบต่อระบบนิเวศน์และชีวิตความเป็นอยู่ของผู้คนที่อาศัยบริเวณลุ่มแม่น้ำโขง โดยพลเมืองกลุ่มเยาวชนจะมีบทบาทสำคัญต่อการพัฒนาพื้นที่แม่น้ำโขงในปัจจุบัน และอนาคต จำเป็นจะต้องได้รับการพัฒนาเครือข่ายคนรุ่นใหม่ให้ตระหนักรู้ และเข้าใจถึงการเปลี่ยนแปลงของระบบนิเวศน์และแนวทางการป้องกันผลกระทบที่กำลังเผชิญอยู่

การจัดกิจกรรมจะช่วยให้เกิดการพัฒนาของนักวิชาการในประเทศไทยและต่างประเทศ เพื่อสร้างการเรียนรู้และพัฒนางานวิชาการร่วมกัน รวมทั้งได้พัฒนากลุ่มเยาวชนจากหลายสถาบันให้เข้ามาเรียนรู้ พัฒนาองค์ความรู้เกี่ยวกับแม่น้ำโขงให้เกิดทักษะในการจัดทำสื่อ เผยแพร่เนื้อหาแก่สาธารณะ เกิดการอนุรักษ์แม่น้ำโขงให้คงไว้ซึ่งระบบนิเวศน์อย่างยั่งยืนต่อไป ศาสตราจารย์ ดร.ธวัชชัย กล่าว

“เครือข่ายคนรุ่นใหม่นักสื่อสารฮักน้ำโขง 2024 : SCIENCE AND POLICY INTERFACE YOUNG PEOPLE ENGAGEMENT IN ENVIRONMENT ACTION 2024” ได้รับการสนับสนุนจากกระทรวงการต่างประเทศสหรัฐอเมริกา ผ่านสถานเอกอัครราชทูตสหรัฐอเมริกา ประจำประเทศไทย เพื่อแลกเปลี่ยนองค์ความรู้ระหว่างนักวิชาการไทยกับสหรัฐอเมริกา ซึ่งได้รับความร่วมมือจาก 6 สถาบัน ได้แก่ มหาวิทยาลัยนครพนม มหาวิทยาลัยแม่ฟ้าหลวง มหาวิทยาลัยมหาสารคาม มหาวิทยาลัยขอนแก่น มหาวิทยาลัยเทคโนโลยีราชมงคลอีสาน และมหาวิทยาลัยอุบลราชธานี

กิจกรรมมีกำหนดจัดขึ้น ระหว่างวันที่ 20-21 มิถุนายน 2567 โดยวันแรกเป็นการบรรยายพิเศษ ในหัวข้อ “สหรัฐอเมริกาและโครงการความร่วมมือเพื่อการพัฒนาอนุภูมิภาคลุ่มน้ำโขง” โดยตัวแทนจาก U.S. Embassy, Bangkok ,การเสวนา หัวข้อ “Mekong River Hydropower Dams and Sand Mining : Water Level and Sediment Changes” โดย Prof. Dr. Ian Baird Department of Geography at the University of Wisconsin – Madison และการเสวนา หัวข้อ “เชื่อมความรู้สู่นโยบาย : เขื่อนโนนพอกและประตูกั้นแม่น้ำ ลมหายใจสุดท้ายของแรมซาร์ไซต์และแม่น้ำสงครามตอนล่าง” จากรองศาสตราจารย์ ดร.ชัยยุทธ สุขศรี ผู้ช่วยศาสตราจารย์ ดร.ณัฐนันท์ เที่ยงธรรม ดร.ธนพล พิมาน คุณชัยรัตน์ ศรีโนนทอง และคุณอ้อมบุญ ทิพ โดยมี ผู้ช่วยศาสตราจารย์ ดร.โสรัจจ์ ประวีณวงศ์วุฒิ ผู้อำนวยการศูนย์ศึกษาอนุภูมิภาคลุ่มน้ำโขง เป็นผู้ดำเนินรายการ จากได้ได้นำผู้เข้าร่วมอบรมซึ่งเป็นเครือข่ายคนรุ่นใหม่จาก 6 สถาบัน เดินทางไปยัง ต.ไชยบุรี อ.ท่าอุเทน จ.นครพนม เพื่อลงพื้นที่สำรวจข้อมูลในการผลิตเนื้อหา (Content)

ส่วนวันที่สอง ช่วงเช้ามีการเสวนาวิชาการ หัวข้อ “โขง สงคราม แม่น้ำ… กับเสียงคำรามที่ไม่มีใครได้ยิน” จากศาสตราจารย์ ดร.ทวนทอง จุฑาเกตุ ศาสตราจารย์ ดร.นิติ ภวัครพันธุ์ รองศาสตราจารย์ ดร.กนกวรรณ มะโนรมย์ และรองศาสตราจารย์ ดร.ยุกติ มุกดาวิจิตร โดยมี ดร.สุริยา คำหว่าน อาจารย์คณะศิลปศาสตร์และวิทยาศาสตร์ มหาวิทยาลัยนครพนม เป็นผู้ดำเนินรายการ จากนั้นเป็นการฝึกอบรม Content Creation นักข่าวพลเมืองท้องถิ่น “คนรุ่นใหม่หัวใจสีเขียว” โดยนางสาววลัยลักษณ์ ชมโนนสูง Producer รายการฟังเสียงประเทศไทย Thai PBS และทีมงานนักข่าวพลเมือง Thai PBS นายธีรยุทธ วีระคำ สื่ออิสระ และตัวแทนจาก U.S. Embassy Bangkok ก่อนที่จะนำผู้เข้าอบรมเครือข่ายคนรุ่นใหม่นักสื่อสารฮักน้ำโขง ลงพื้นที่ฝึกปฏิบัติการผลิตคลิปวีดีโอในพื้นที่ อ.ศรีสงคราม ในช่วงบ่าย

Associate Professor Dr. Mr. Korachai Pornlapassornchok, Vise President for Finance, Research and Academic Services, delivered a report in the Lecture and Seminar Room, 2nd Floor, Digital Technology Building, Nakhon Phanom University (Digital Area), T. In the city of A. City, Province Nakhon Phanom

Professor Dr. Thawatchai Supadit, Acting President of Nakhon Phanom University, stated that the Mekong River is an important river that sustains the populations of several countries in Asia. From the current situation, it can be seen that climate change is occurring, affecting the ecosystem and the livelihoods of people living in the Mekong River basin. Young citizens will play a crucial role in the current and future development of the Mekong River area. It is necessary to develop a network of young people to raise awareness and understanding of ecosystem changes and the methods for preventing the impacts they are currently facing.

The event will help develop academics in Thailand and abroad to foster learning and academic collaboration. It will also bring together youth groups from various institutions to learn and develop knowledge about the Mekong River, acquire skills in media production, disseminate content to the public, and promote the conservation of the Mekong River to maintain its ecosystem sustainably. The "Young Communicators Network for the Mekong River 2024: SCIENCE AND POLICY INTERFACE YOUNG PEOPLE ENGAGEMENT IN ENVIRONMENT ACTION 2024" is supported by the U.S. Department of State thru the U.S. Embassy in Thailand. It aims to facilitate knowledge exchange between Thai and U.S. academics and is a collaborative effort involving six institutions: Nakhon Phanom University, Mae Fah Luang University, Mahasarakham University, Khon Kaen University, Rajamangala University of Technology Isan, and Ubon Ratchathani University.

The event is scheduled to take place from June 20-21, 2024. The first day will feature a special lecture on the topic "The United States and the Mekong Subregional Development Cooperation Program," presented by representatives from the U.S. Embassy, Bangkok, Panel Discussion on "Mekong River Hydropower Dams and Sand Mining: Water Level and Sediment Changes" by Prof. Dr. Ian Baird, Department of Geography at the University of Wisconsin – Madison, and a discussion on the topic "Bridging Knowledge to Policy: The Non Pok Dam and River Barrages, the Last Breath of the Ramsar Site and the Lower Songkhram River" by Associate Professor Dr. Chaiyuth Suksri, Assistant Professor Dr. Nattanun Thiangtham, Dr. Thanapol Piman, Khunchairat Srinonthong, and Aombun Tip, with Assistant Professor Dr. Sorasaj Praveenwongwuth, Director of the Mekong Sub-regional Study Center, served as the moderator. He led the training participants, a network of young people from 6 institutions, to T. Chaiyaburi District Tha Uthen Pier, Uthai Thani Province Nakhon Phanom to conduct a field survey for content production.

On the second day, in the morning, there was an academic discussion on the topic "Mekong, River of War... with a Roar No One Hears" by Professor Dr. Thuanthong Chuthaekat, Professor Dr. Niti Bhawukphan, Associate Professor Dr. Kanokwan Manarom and Associate Professor Dr. Yukti Mukdawijit, with Dr. Suriya Khamwan, a lecturer in the Faculty of Liberal Arts and Sciences at Nakhon Phanom University, served as the host. This was followed by a Content Creation training session for local citizen journalists, "Young Hearts, Green Minds," led by Ms. Walailak Chomnonsoong, Producer of the Thai PBS program "Listen to Thailand," along with the Thai PBS citizen journalist team, Mr. Teerayut Wirakham, an independent media professional, and representatives from the U.S. Embassy Bangkok before taking the young communicators of the Mekong River network training participants to the field for practical video production exercises in the area of Amphoe Sri Songkhram in the afternoon
