          การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความคิดเห็นของบุคลากรเกี่ยวกับปัญหาการบริหารงานคลังขององค์กรปกครองส่วนท้องถิ่น ในจังหวัดระยอง 2) เปรียบเทียบความคิดเห็นของบุคลากรเกี่ยวกับปัญหาการบริหารงานคลัง จำแนกตามประเภทขององค์กรปกครองส่วนท้องถิ่น ตำแหน่ง และประสบการณ์การทำงาน 3) ศึกษาความสัมพันธ์ระหว่างความรู้ของบุคลากรเกี่ยวกับการบริหารงานคลังท้องถิ่นกับความคิดเห็นของบุคลากรเกี่ยวกับปัญหาการบริหารงานคลังขององค์กรปกครองส่วนท้องถิ่น ในจังหวัดระยอง ประชากรที่ใช้ในการวิจัย คือ บุคลากรส่วนการคลังขององค์กรปกครองส่วนท้องถิ่นในจังหวัดระยอง จำนวน 272 คน กำหนดขนาดกลุ่มตัวอย่างโดยการคำนวณจากสูตรของทาโร่ ยามาเน่ จำนวน 232 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์และแบบสอบถาม สถิติที่ใช้ในการวิจัย ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน F-test  และ LSD (Fisher’s Least – Significance Difference) และค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน โดยกำหนดนัยสำคัญทางสถิติที่ระดับ .05

           ผลการวิจัยพบว่า 1) ความคิดเห็นของบุคลากรเกี่ยวกับปัญหาการบริหารงานคลังขององค์กรปกครองส่วนท้องถิ่น ในจังหวัดระยอง อยู่ในระดับปานกลาง ( X = 2.99, S.D. = 0.73) 2) บุคลากรที่มีตำแหน่ง และประสบการณ์การทำงานแตกต่างกัน มีความคิดเห็นเกี่ยวกับปัญหาการบริหารงานคลังขององค์กรปกครองส่วนท้องถิ่น ในจังหวัดระยองแตกต่างกัน   แต่บุคลากรที่ทำงานในประเภทขององค์กรปกครองส่วนท้องถิ่นแตกต่างกัน มีความคิดเห็นเกี่ยวกับปัญหาการบริหารงานคลังขององค์กรปกครองส่วนท้องถิ่น ในจังหวัดระยอง ไม่แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3) ความรู้ของบุคลากรเกี่ยวกับการบริหารงานคลังท้องถิ่น มีความสัมพันธ์กับความคิดเห็นของบุคลากรเกี่ยวกับปัญหาการบริหารงานคลังขององค์กรปกครองส่วนท้องถิ่น ในจังหวัดระยอง อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

              The objectives of this study were to: 1) investigate opinion of personnel about problems in financial administration of local government organizations in Rayong province, 2) compare opinion of personnel about problems in financial administration as classified by type of local government organization, position , and work experience, 3) examine the relationship between knowledge of personnel about local financial administration and opinion of personnel about problems in financial administration of local government organizations in Rayong province. The population used in study was 272 personnel of the finance section of local government organizations in Rayong province. The sample size was determined using the Taro Yamane’s formula for calculation. The tools used in study were an interview guide and a questionnaire. Statistics used in study were percentage, mean, standard deviation, F-test, LSD (Fisher’s least significance difference) and Person’s product moment correlation coefficient with the statistical significance determined at the .05 level.

              The findings revealed the following. 1) The opinion of personnel about problems in financial administration of local government organizations in Rayong province was at moderate level ( X = 2.99, S.D. = 0.73). 2) The personnel whose positions and work experiences were different had different opinion about problems in financial administration of local government organizations in Rayong province, whereas the personnel whose types of local government organization were different had no different opinion about problems in financial administration of local government organizations in Rayong province at the .05 level of significance. 3) Knowledge of personnel about local financial administration and opinion of personnel about problems in financial administration of local government organizations in Rayong province were significantly correlated at the .05 level.
