ความพึงพอใจของผู้ใช้สิทธิรับบริการสาธารณสุขในการบังคับใช้ มาตรา 7 ตามพระราชบัญญัติหลักประกันสุขภาพแห่งชาติ พุทธศักราช 2545 |

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหาและอุปสรรคและข้อจำกัดของผู้ใช้สิทธิรับบริการด้านสาธารณสุขจากหน่วยบริการ ตามมาตรา 7 ตามพระราชบัญญัติหลักประกันสุขภาพแห่งชาติ พุทธศักราช 2545 2) เปรียบเทียบความพึงพอใจของผู้ใช้สิทธิรับบริการ
สาธารณสุขในการบังคับใช้มาตรา 7 ตามพระราชบัญญัติหลักประกันสุขภาพแห่งชาติ พุทธศักราช 2545 3) เสนอแนะและการปรับปรุง
แก้ไขการบังคับใช้มาตรา 7 ตามพระราชบัญญัติหลักประกันสุขภาพแห่งชาติ พุทธศักราช 2545 กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้
เป็นผู้ที่มาใช้บริการหลักประกันสุขภาพ จำนวน 384 คน โดยการสุ่มตัวอย่างอย่างง่ายเครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามที่มี
ค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.98 สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐานและเปรียบเทียบความ
แตกต่างโดยใช้ F-test ผลการวิเคราะห์ข้อมูลพบว่า 1) ปัญหา อุปสรรค ข้อจำกัด ความสัมพันธ์ของหน่วยบริการอื่นกับผู้ใช้สิทธิบริการ
สาธารณสุข ตามมาตรา 7 แห่งพระราชบัญญัติหลักประกันสุขแห่งชาติ พุทธศักราช 2545 โดยภาพรวมอยู่ในระดับมาก 2) ผู้ใช้สิทธิรับ
บริการสาธารณสุขที่มีเพศอายุการศึกษาอาชีพประสบการณ์ต่างกันความพึงพอใจโดยภาพรวมไม่แตกต่างกันส่วนด้านหน่วยบริการอื่น
กับการให้บริการแก่ผู้ใช้สิทธิ์รับบริการสาธารณสุขแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3) ข้อเสนอแนะและการปรับปรุง
แก้ไขประกอบด้วย ให้สามารถนำบัตรทองไปใช้ในสถานบริการของรัฐได้ทุกที่เพราะประชาชนที่ไปทำงานที่อื่นไม่สะดวกในการย้ายบัตร
อยากให้โรงพยาบาลของรัฐมีการบริการที่เท่าเทียมกัน โดยไม่เลือกปฏิบัติระหว่างผู้ที่ใช้บริการบัตร 30 บาท และผู้ที่มีสิทธิเบิกค่ารักษา
พยาบาลได้และผู้ที่ได้รับบริการโดยใช้ทุนส่วนตัว

The purposes of this study were 1) to investigate problems, barriers and limitations of those whoexercised their rights of receiving public health service in enforcement of Article 7 according to the National Health Security
Act B.E. 2545, 2) to compare satisfaction of those exercising their rights of receiving public health service in
enforcement of Article 7 according to the National Health Security Act B.E. 2545, 3) to suggest improvements to
be made in enforcement of Article 7 according to the National Health Security Act B.E. 2545. The sample used in
this study as selected by accidental sampling was 384 people who came to receive public health service. The
tool used in this study was a questionnaire whose entire reliability value was 0.98. Statistics used to analyze data
were percentage, mean, standard deviation and F-test for a means difference comparison. The results of data
analysis were found as follows: 1) The total picture of problem, barrier, limitation as well as relationship of other
service units with those who exercised their rights of receiving public health service according to Article 7 of the
National Health Security B.E. 2545 was at the high level. 2) Those who exercised their rights of receiving public
health service whose sexes, ages, educational attainments, occupations, and experiences were different had no
difference in satisfaction as a whole. As for the other service units and their service giving to those who exercised
their rights of receiving public health service showed a significant difference at the .05 level. 3) Suggestions for
improvements were: that a gold card should be allowed to use in every government’s service place because it
was inconvenient for people who went to work in another place to have the card transferred; that a
government’s hospital should provide an equal service without discrimination between those who used the
30-baht card, those who had their right to be reimbursed for medical payment, and those who paid by their
private funds.
