An Evaluation of the Village Fund Operation in the Phochai Sub-District Municipality, Mueang District, Nongkhai Province

                    การวิจัยนี้ มีวัตถุประสงค์ 1) เพื่อติดตามประเมินผลการดำเนินงานกองทุนหมู่บ้านในด้านปัจจัยนำเข้า กระบวนการและปัจจัยนำออก ในเทศบาลตำบลโพธิ์ชัย อำเภอเมือง จังหวัดหนองคาย 2) เพื่อศึกษาปัญหาและอุปสรรคในการดำเนินงานกองทุนหมู่บ้านในเทศบาลตำบลโพธิ์ชัย อำเภอเมือง จังหวัดหนองคาย โดยการวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ ซึ่งกลุ่มตัวอย่างคือ คณะกรรมการกองทุนหมู่บ้านและสมาชิกกองทุนหมู่บ้าน จำนวน 400 คนผลการวิจัย พบว่า การดำเนินงานกองทุนหมู่บ้าน โดยภาพรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านปัจจัยนำเข้า มีผลการประเมินอยู่ในระดับมาก รองลงมา คือ ด้านปัจจัยนำออก และด้านกระบวนการ ตามลำดับ ด้านปัญหาและอุปสรรคในการดำเนินงานกองทุนหมู่บ้าน ในเทศบาลตำบลโพธิ์ชัย อำเภอเมือง จังหวัดหนองคาย พบว่า 1) ปัญหาในการบริหารจัดการ ส่วนมากกลุ่มตัวอย่างกู้ยืมเงินเพื่อนำไปใช้หนี้ เป็นการสะสมหนี้ โยกย้ายหนี้จากเจ้าหนี้รายหนึ่งมาเป็นเจ้าหนี้อีกรายหนึ่ง 2) ปัญหาเกี่ยวกับการมีส่วนร่วม พบว่า สมาชิกไม่เห็นความสำคัญของการบริหารจัดการร่วมกันเห็นความจำเป็นแค่ช่วงเวลาที่ตนเองจะกู้ยืมเงิน และ 3) ปัญหาเกี่ยวกับประสบการณ์ด้านการบริหารจัดการ คณะกรรมการกองทุนหมู่บ้าน ไม่มีประสบการณ์ และทักษะในการบริหารจัดการ เช่น การจัดทำบัญชี การบริหารโครงการ การติดตามงานและทักษะด้านการพัฒนา

             The purposes of this study were: 1) to evaluate the village fund operation in the input, process, and output factors in the Phochai Sub-District Municipality, Mueang district, Nonkhai province, and 2) to examine the problems and obstacles in the village fund operation. The study was a survey research. The sample was 400 people of the village fund committee and members. The results were found as follows: 1) Operating the village fund as a whole was at high level. Considering it by aspect, it was found that the input factor had an evaluation result at high level, followed by the output and process factors respectively. According to the problems and obstacles in the village fund operation in the Phochai Sub-District Municipality, Mueang district, Nongkhai province, it was found as follows: 1) Problem in management. The money borrowed by the sample was for paying their debt – a kind of accumulating the debt from one creditor to another creditor. 2) Problem concerning participation. Members of the village fund did not recognize the participation in management excepting in the period of borrowing some money. 3) Problem concerning the management experience. The village fund committee members had no experience and skill in management such as keeping accounts, project management, follow-up and developmental skill. .
