     การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการขับเคลื่อนของชุมชนในโครงการกองทุนหมู่บ้าน และบริษัทประชารัฐ รักสามัคคีจำกัด และเสนอแนวทางการดำเนินการของกองทุนหมู่บ้าน และบริษัทประชารัฐรักสามัคคีจำกัดตามนโยบายสาธารณะของรัฐ ในจังหวัดนครราชสีมา การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ทำการเก็บข้อมูลโดยการสัมภาษณ์ สนทนากลุ่ม และสังเกตการณ์ ผู้ให้ข้อมูลหลักประกอบด้วย 5 กลุ่มๆ ละ 3 คน ได้แก่ กลุ่มผู้ประกอบการบริษัทประชารัฐรักสามัคคี กลุ่มผู้ประกอบการในกองทุนหมู่บ้านผู้นำที่เป็นผู้นำชุมชนทั้งที่เป็นทางการและไม่เป็นทางการ กลุ่มคณะกรรมการกองทุนหมู่บ้าน และองค์กรภาคีเครือข่ายของบริษัทประชารัฐ รักสามัคคี จำกัด จังหวัดนครราชสีมา นำข้อมูลที่ได้มาถอดความ  สกัดประเด็น จัดกลมหัวเรื่องเพื่อวิเคราะห์ข้อมูล และนำเสนอในรูปแบบโครงสร้างสำคัญของปรากฏการณ์ที่ศึกษา ผลการวิจัยพบว่า การขับเคลื่อนของชุมชนในโครงการกองทุนหมู่บ้าน และบริษัทประชารัฐรักสามัคคีจำกัดนั้น มีองค์ประกอบ 3 ด้าน ประกอบด้วยภาวะผู้นำและผู้ตาม  ทุนทางสังคมและความร่วมมือ ผู้นำกองทุนหมู่บ้านฯ ต้องมีความรู้ ความเชี่ยวชาญด้านบริหารจัดการกองทุนฯ ส่วนผู้นำของบริษัทประชารัฐ รักสามัคคี (จำกัด) ต้องมีความสามารถเพิ่มเติมในการประสานงาน               ทุกภาคี องค์ประกอบทุนทางสังคม คือการใช้ทรัพยากรของจังหวัดเพื่อประโยชน์ของชุมชน องค์ประกอบความร่วมมือ คือ การทำงานแบบมีส่วนร่วม ภาครัฐต้องผลักดันให้กองทุนหมู่บ้านพัฒนาเป็นสถาบันการเงินชุมชน เพื่อเป็นสวัสดิการสังคม ส่วนทุนที่มีความสำคัญทั้งต่อกองทุนหมู่บ้านฯ และบริษัทประชารัฐ รักสามัคคี (จำกัด) คือ ทุนทางสังคม ถือว่าเป็นแหล่งทรัพยากรสำคัญที่มีอยู่ภายในชุมชน ซึ่งมีผลเชื่อมโยงไปสู่ระบบเศรษฐกิจ และนโยบายภาครัฐ ที่ช่วยสร้างทุนด้านเศรษฐกิจ แต่สิ่งสำคัญที่ประเทศไทยมีอยู่แล้ว คือ ทุนด้านวัฒนธรรม เป็นองค์ความรู้ที่สะสมอยู่ในชุมชน

    The objectives of this research are 1) to study the community enforcement of village fund and the Pracharath Raksamakee (Social Enterprise) Company Limited and 2) to propose operating guidelines for the Vllage Fund and its social enterprise as following the local government office’s policy in Nakhon Ratchasima. This qualitative research is conducted by various techniques including interviews, focus groups and observations. The main informants included entrepreneurs of Pracharath Raksamakee , entrepreneurs who are formal and informal leaders and the committees of the Village Fund and organizations’ networks in Nakhon Ratchasima. The researcher analyzes the data and then concludes the main points, classifies the subjects for data analysis and presentation in the integral structure form of the studied phenomena. The results reveal that the community’s empowerment consisting of three components comprising leadership and followers, social capital and collaboration. In term of leadership and followers, the leader of Village Fund has to be knowledgeable and skillful in fund management. The leader of Pracharath Raksamakee (Social Enterprise) Company Limited, should add the capacity of cooperation of all stakeholders. The elements of social capital are:  utilizing provincial resources to benefit the community. The elements of cooperation participatory-based working actions. The government should support and elevate Village Fund to becoming the community financial institution as for providing social welfare to the community. In addition, social capital is very prominent resource to the Village Fund, and Pracharath Raksamakee. The social captial affects and connects to the entire economic system and the economic policy. More importantly, the cultural capital has been established as valuable knowledge by the Thai community for a long time.
