การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการดำเนินงานด้านสิ่งแวดล้อมของธุรกิจที่พักและเสนอกรอบมาตรฐานที่พักสีเขียวของอำเภอเขาค้อ จังหวัดเพชรบูรณ์ ใช้วิธีการวิจัยเชิงคุณภาพ ประชากรในการวิจัยเป็นผู้มีส่วนได้ส่วนเสียในพื้นที่ แบ่งออกเป็นผู้ประกอบการธุรกิจที่พัก ตัวแทนจากหน่วยงานที่เกี่ยวข้องและผู้เชี่ยวชาญ ใช้วิธีเลือกตัวอย่างแบบผสมผสานระหว่างการเลือกตัวอย่างแบบมีเกณฑ์และการเลือกตัวอย่างแบบสะดวก ได้ตัวอย่างที่เป็นสถานประกอบการธุรกิจที่พักในอำเภอเขาค้อ จำนวน 23 แห่ง เก็บรวบรวมข้อมูลด้วยวิธีการสังเกตการณ์อย่างมีส่วนร่วมด้วยแบบสำรวจรายการ และใช้การสัมภาษณ์เชิงลึกแบบต่อหน้าและการสัมภาษณ์ทางโทรศัพท์กับตัวอย่างที่เป็นผู้ประกอบการธุรกิจที่พัก 23 คน ตัวแทนจากหน่วยงานที่เกี่ยวข้องและผู้เชี่ยวชาญ จำนวน 12 คน โดยมีแบบสอบถามกึ่งมีโครงสร้างเป็นเครื่องมือ การวิเคราะห์ข้อมูลใช้เทคนิคการวิเคราะห์เนื้อหาสำหรับการสัมภาษณ์เชิงลึก และใช้การวิเคราะห์ข้อมูลโดยการคำนวณความถี่และร้อยละรายการที่สังเกตได้จากแบบสำรวจรายการ ผลการวิจัยพบว่า 1) ผู้ประกอบการธุรกิจที่พักมีรูปแบบการดำเนินงานด้านสิ่งแวดล้อมที่สอดคล้องกับหลักเกณฑ์ในกรอบมาตรฐานที่พักสีเขียว การดำเนินงานพบปัญหาและอุปสรรค เช่น ศักยภาพบุคลากรด้านการจัดการสิ่งแวดล้อม ต้นทุนจากการจัดการสิ่งแวดล้อม และการจัดการขยะของหน่วยงานภาครัฐ 2) กรอบมาตรฐานที่พักสีเขียวเขาค้อที่นำเสนอ ประกอบด้วย 5 หลักเกณฑ์ 25 ลักษณะการดำเนินงาน ได้แก่ การจัดการและการลดผลกระทบต่อสิ่งแวดล้อม (5 ลักษณะการดำเนินงาน) การจัดการของเสียและขยะมูลฝอย (5 ลักษณะการดำเนินงาน) การจัดการพลังงาน (6 ลักษณะการดำเนินงาน) การจัดการทรัพยากรน้ำ (4 ลักษณะการดำเนินงาน) และการมีส่วนร่วมกับหน่วยงานท้องถิ่นหรือชุมชน (5 ลักษณะการดำเนินงาน) ผู้ประกอบการธุรกิจที่พักสามารถนำกรอบมาตรฐานที่พักสีเขียวที่นำเสนอไปใช้เป็นแนวทางในการบริหารจัดการที่พักที่เป็นมิตรกับสิ่งแวดล้อม และภาครัฐสามารถใช้เป็นแนวทางในการส่งเสริมธุรกิจสีเขียวและที่พักสีเขียวได้ |

This qualitative research aimed to study the environmental operation of the hotel business in Khaokho district, Phetchabun Province as following the green-accomodation’s standard. The research informants are steakholders including hotels’ entrepreneurs, representatives of relevant organizarions and experts. There were both purposive and random samplings with exploring some case studies deriving from 23 accommodation business, 12 experts and representative of the relevant filed from public and private sectors. In order to achieve the objectives, a qualitative research approach was adopted. The research techniques included face-to-face and by telephone interviews with the statisticala analysis of frequency, percentage, and the check-list observing forms. The findings suggested that 1) a majority of accommodation business entrepreneurs in Khaokho operated their business based on an environmental-friendly management as following the green accommodation standard. Some problems and obstacles were raised, such as environmental management’ personnel potentiality, costs of environmental management andand waste management of the public sector. 2)framework of Khaokho’s greenaccommodation standards was proposed with 5 criterion: managing and reducing environmental impact comprising of 5 attributes, waste and solid waste management with 5 attributes, energy management with 6 attributes, water management with 4 attributes and involvement with local authorities and communities with 5 attributes. This proposed the framework that can be use as a guideline for managing green accommodations, Local governments can also apply the research applications of such framework for promoting green businesses and accommodations. |
