The Development of Training Model for Occupational Competency of Telecommunications Technician

      การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนามาตรฐานอาชีพช่างโทรคมนาคม พัฒนารูปแบบการฝึกอบรมสมรรถนะอาชีพช่างโทรคมนาคม และศึกษาผลการใช้รูปแบบการฝึกอบรมสมรรถนะอาชีพช่างโทรคมนาคม โดยดำเนินการวิจัย 3 ระยะ คือ ระยะที่ 1 การพัฒนามาตรฐานอาชีพช่างโทรคมนาคม ระยะที่ 2 การพัฒนารูปแบบการฝึกอบรม และระยะที่ 3 ศึกษาผลการใช้รูปแบบการฝึกอบรม กลุ่มตัวอย่าง คือ ผู้ปฏิบัติงานในอาชีพช่างโทรคมนาคมที่ยังขาดสมรรถนะและต้องการพัฒนาสมรรถนะในการทำงาน โดยหัวหน้างานเป็นผู้เลือกแบบเจาะจง จำนวน 10 คน และนักศึกษาระดับปริญญาตรี สาขาเทคโนโลยีอิเล็กทรอนิกส์ มหาวิทยาลัยราชภัฏเพชรบูรณ์ จำนวน 20 คน รวมกลุ่มตัวอย่าง 30 คน เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย ชุดฝึกอบรม แบบทดสอบวัดความรู้ แบบประเมินผลการปฏิบัติงาน แบบประเมินสมรรถนะผู้เข้ารับการฝึกอบรม และแบบสอบถามความพึงพอใจของผู้เข้ารับการฝึกอบรม การวิเคราะห์ข้อมูล ประกอบด้วย การวิเคราะห์เนื้อหา สถิติค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ผลที่ได้จากการวิจัยพบว่า มาตรฐานอาชีพช่างโทรคมนาคม ประกอบด้วย 5 หน้าที่หลัก และ 27 หน่วยสมรรถนะ รูปแบบการฝึกอบรม ประกอบด้วย 6 องค์ประกอบ ส่วนผลการใช้รูปแบบการฝึกอบรมกับกลุ่มตัวอย่าง จำนวน 30 คน มีผลสัมฤทธิ์ในส่วนของความรู้และทักษะปฏิบัติผ่านเกณฑ์ร้อยละ 80 ผู้เข้ารับการฝึกอบรมสามารถผ่านการประเมินสมรรถนะได้ทุกคน ประโยชน์ที่ได้รับจากการวิจัยครั้งนี้เป็นแนวทางการพัฒนาสมรรถนะอาชีพช่างโทรคมนาคมในสถานประกอบการ เพิ่มขีดความสามารถในการทำงาน

        The objectives of this study attempted to develop the occupational standard of telecommunications technician, to develop the training model for occupational competency of telecommunications technician. Secondly, the research aimed to examine the results of using the training model for occupational competency of telecommunications technician. This study was divided into 3 phases. The first phase was the development of occupational competency of telecommunications technician. The second phase was the development of training model. The third phase was examining  the results of applying the training model. The sample were consisted of 10 telecommunications technicians who, were selected by the supervisor using purposive sampling and 20 students who were selected using purposive sampling from undergraduate students in Electronic Technology program, Phetchabun Rajabhat University for totally  30 persons. The research instruments were consisted of training model, knowledge test, performance appraisal form for trainees and trainee satisfaction survey. The data were analyzed using content analysis, mean and standard deviation. The results showed that the occupational standard of telecommunications technician consisted of 5 key functions and 27 units of competence. The training model consisted of 6 elements. The training model was comprised of 30 people as a sample model. The result showed that the achievement as indicated by  knowledge and practical skills met the criteria at 80 percentage. All trainees passed the performance evaluation criteria. The results of this study can be applied as a guideline for the development of occupational competency of telecommunications technician in order to improve the occupational competency in workplaces
