ผู้นำทางการศึกษาของอาเซียนในทศวรรษหน้า (พ.ศ. 2560-2569) |

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาคุณลักษณะผู้นำทางการศึกษาของอาเซียนในทศวรรษหน้า (พ.ศ.2560-2569) และเพื่อศึกษาผลการใช้หลักสูตรฝึกอบรมผู้นำทางการศึกษาของอาเซียนในทศวรรษหน้า (พ.ศ.2560-2569) ใช้เทคนิคการวิจัยแบบ EDFR (Ethnographic Delphi Future Research) เก็บรวบรวมข้อมูลจาก 4 ประเทศ ในอาเซียน ทำการสัมภาษณ์ตัวแทนกลุ่มผู้เชี่ยวชาญซึ่งได้จากวิธีการเลือกแบบเจาะจง จำนวน 20 คน วิเคราะห์ สังเคราะห์เนื้อหาการสัมภาษณ์และสร้างเป็นแบบสอบถาม แบบมาตราส่วนประมาณค่า 5 ระดับ ให้ผู้เชี่ยวชาญ จำนวน 20 คน เป็นผู้ประเมินให้ความเห็น จำนวน 2 รอบ แล้วนำผลที่ได้มาจัดสนทนากลุ่มกับผู้เชี่ยวชาญ จำนวน 7 คน เพื่อยืนยันคุณลักษณะผู้นำทางการศึกษาของอาเซียนในทศวรรษหน้า (พ.ศ.2560-2569) พบว่า มีค่าดัชนีความสอดคล้องอยู่ระหว่าง 0.60–1.00 และค่าความเชื่อมั่นทั้งฉบับ 0.85 แล้วสร้างเป็นหลักสูตรฝึกอบรม โดยกลุ่มผู้เข้ารับการฝึกอบรมในการทดลองใช้หลักสูตรฝึกอบรม ได้แก่ ผู้นำทางการศึกษา จำนวน 30 คน โดยการเลือกแบบเจาะจง ผลการวิจัยพบว่า ผู้เชี่ยวชาญมีความเห็นเกี่ยวกับคุณลักษณะผู้นำทางการศึกษาของอาเซียนในทศวรรษหน้า (พ.ศ.2560-2569) ประกอบด้วย 5 คุณลักษณะ ได้แก่ 1) ด้านวิสัยทัศน์ มี 6 ตัวบ่งชี้ 2) ด้านความรู้ มี 6 ตัวบ่งชี้ 3) ด้านทักษะในการบริหารจัดการ มี 8 ตัวบ่งชี้ 4) ด้านคุณธรรมจริยธรรม มี 7 ตัวบ่งชี้ และ 5) ด้านมนุษยสัมพันธ์ มี 7 ตัวบ่งชี้ จากนั้นนำคุณลักษณะดังกล่าวสร้างหลักสูตรฝึกอบรมผู้นำทางการศึกษาของอาเซียนในทศวรรษหน้า สำหรับผู้บริหารและผู้นำทางการศึกษา ซึ่งผลการทดลองใช้หลักสูตร พบว่า ผู้เข้ารับการฝึกอบรมมีความพึงพอใจในการฝึกอบรมอยู่ในระดับมากทั้งโดยรวมและรายด้าน |

The purposes of this research were to investigate the characteristics of leaders of ASEAN education in the next decade (A.D.2017-2026) and to implement a training curriculum to prepare such leaders. An Ethnographic Delphi Future Research (EDFR) was applied to guide the data collection and collected the data four countries. First, 20 experts were interviewed to determine initial characteristics. Second, they were asked to check the characteristics in the second round by using a five-Likert’s survey. The results were brought to focus group discussion with 7 specialists for confirmation characteristics of leaders of ASEAN education in the next decade (A.D.2017-2026) that presented the index of consistency ranged from 0.60-1.00 and reliability 0.85 and setting issues as well as training topics. The trainees were 30 educational administrators for implement a training curriculum by purposive sampling. The results showed that the opinions from experts pertaining to characteristics of leaders of ASEAN education in the next decade (A.D.2017-2026) consist of five aspects as follows: 1) vision consist of 7 indicators, 2) knowledge consist of 6 indicators, 3) management skills consist of 8 indicators, 4) morals and ethics consist of 7 indicators, and 5) relationship consist of 7 indicators. The implementation of the training curriculum received positive satisfaction in the high level. When considering each item separately, all of them also received positive satisfaction in the high level. |
