Opportunities and Obstacles of Phulae Pineapple to export to Southwestern Province of the People's Republic of China thought R3A Road

    การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยโอกาสและอุปสรรคในการขยายตลาดส่งออกสับปะรดภูแลของไทยไปภาคตะวันตกเฉียงใต้ของสาธารณ
รัฐประชาชนจีนผ่านเส้นทาง R3A 2) ศึกษาถึงความต้องการสับปะรดภูแลและสำรวจตลาดใหม่ในภาคตะวันตกเฉียงใต้ของสาธารณรัฐประชาชนจีน
เครื่องมือที่ใช้ในการรวบรวมข้อมูลได้แก่ แบบสำรวจ และแบบสัมภาษณ์ กลุ่มตัวอย่างเลือกแบบเจาะจงจาก 4 กลุ่ม ได้แก่
กลุ่มเกษตรกร กลุ่มโรงงานรับซื้อสับปะรด กลุ่มผู้ประกอบการขนส่ง และกลุ่มนักวิชาการ รวมทั้งหมด 24 ตัวอย่าง
ทำการวิเคราะห์ข้อมูลแล้วนำเสนอผลการวิจัยโดยวิธีพรรณนาวิเคราะห์
     ผลการวิจัยพบว่า 1) การส่งออกสับปะรดของไทยสู่ภาคตะวันตกเฉียงใต้ของสาธารณรัฐประชาชนจีนผ่านเส้นทาง R3A มีปัจจัยที่เป็นโอกาส 2 ข้อ
คือ ข้อตกลงการค้าเสรีไทย-จีน และการอนุญาตขนส่งผักผลไม้ผ่านเส้นทางบก R3A สำหรับปัจจัยที่เป็นอุปสรรค 4 ข้อ คือ
โครงสร้างพื้นฐานของการขนส่งผ่านเส้นทาง R3A ในช่วงประเทศลาวที่ค่อนข้างล้าหลังส่งผลต่อความปลอดภัยและประสิทธิภาพในการขนส่ง
การอำนวยความสะดวกทางการค้ายังไม่ดีพอ เนื่องจากยานพาหนะในสาธารณรัฐประชาชนจีนและไทยยังคงไม่สามารถเชื่อมต่อกันได้โดยตรง
สาธารณรัฐประชาชนจีนได้ปรับปรุงมาตรฐานการตรวจสอบและกักกันโรคของการนำเข้าและส่งออกผลไม้เข้มงวดมากขึ้น
และคู่แข่งทั้งในประเทศและต่างประเทศของตลาดสับปะรดในสาธารณรัฐประชาชนจีนเพิ่มมากขึ้น 2)ความต้องการต่อผลิตภัณฑ์จากสับปะรดภูแล 
ในตลาดสาธารณรัฐประชาชนจีนยังมีความต้องการสูง แต่ปัจจุบันมีจำหน่ายเพียงในมณฑลยูนนานเท่านั้น เกษตรกรควรขยายการส่งออกสู่เมืองรองในภาคตะวันตกเฉียงใต้
ของสาธารณรัฐประชาชนจีน เพราะมีศักยภาพเป็นตลาดส่งออกใหม่สำหรับสับปะรดภูแลในอนาคต
 

   The purposes of this study were: 1) to study opportunities and obstacles in expanding the exportion of “Phulae” pineapples
to the southwestern province of the People's Republic of China through R3A Road; 2) to study the demand for Phulae pineapples and to survey                                new market in Southwestern Province of the People's Republic of China. Data collection was done through surveying and interviewing.                                              The samplings were selected by purposive sample method with twenty-four samplings taking from four groups of careers including farmer, factory workers,                        logistics company and academic staffs. The descriptive analysis was applied for writing the research report.
    The research findings were included the followings: 1) the Phulae pineapples were exported to the People's Republic of China
within the R3A road to reach the two important opportunities including the ASEAN-China Free Trade Agreement which gave the permission to                                      transport vegetables and fruits via R3A route. As such, however, there were four obstacles for Phulae pineapples export: first, the
infrastructure of R3A road in Laos is relatively backward; second, affecting the safety and the efficiency of transportation.
The issue of trade facilitation, vehicles in the People's Republic of China and Thailand cannot be directly connected.
The People's Republic of China has improved tighter standards for examination and quarantine of fruit import and export.                                                                Domestic and international competitors of the pineapple market in the People's Republic of China are increased. 2) Chinese market demand for                        Phulae pineapples export has been increased, but currently only sold in Yunnan province. Thai farmer should expand the export to secondary
city in southwestern the People's Republic of China because this region has the potential to become a new export market for Phulae pineapples in the future.
