การศึกษาปัญหาและแนวทางการพัฒนาการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ในเขตอำเภอสหัสขันธ์ จังหวัดกาฬสินธุ์
A Study of Problems and Guidelines on Development of Child Development Centers Administration in the Sahatsakhan District Area, Kalasin Province

               การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหาการพัฒนาการบริหารจัดการของศูนย์พัฒนาเด็กเล็กในเขตอำเภอสหัสขันธ์ จังหวัดกาฬสินธุ์ และ 2) ศึกษาข้อเสนอแนะแนวทางการพัฒนาการบริหารจัดการศูนย์พัฒนาเด็กเล็ก 4 ด้าน ได้แก่ ด้านบุคลากรและ การบริหารจัดการ ด้านอาคารสถานที่สิ่งแวดล้อมและความปลอดภัย ด้านวิชาการและกิจกรรมตามหลักสูตร และด้านการมีส่วนร่วม และการสนับสนุนจากชุมชน ประชากรที่ใช้ในการวิจัย ได้แก่ ครูผู้แลเด็ก และคณะกรรมการบริหารศูนย์พัฒนาเด็กเล็กในเขต อำเภอสหัสขันธ์ จังหวัดกาฬสินธุ์ จำนวน 230 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามมาตราส่วนประมาณค่า มี 5 ระดับ ได้ค่าความเชื่อมั่นเท่ากับ 0.96 การวิเคราะห์ข้อมูลโดยวิธีหาค่าเฉลี่ย (μ) ส่วนเบี่ยงเบนมาตรฐาน (σ) และความถี่ ผลการวิจัยพบว่า 1) ปัญหาโดยรวมของศูนย์พัฒนาเด็กเล็กอยู่ในระดับน้อย (μ = 2.31) เมื่อพิจารณาเป็นรายด้านพบว่า มีปัญหาอยู่ในระดับน้อยเช่นเดียวกัน คือ ด้านบุคลากรและการบริหารจัดการ (μ = 2.22) ด้านอาคารสถานที่สิ่งแวดล้อมและความปลอดภัย (μ = 2.27) ด้านวิชาการและกิจกรรมตามหลักสูตร (μ = 2.17) ด้านการมีส่วนร่วมและการสนับสนุนจากชุมชน (μ = 2.57) 2) แนวทางการพัฒนาศูนย์พัฒนาเด็กเล็กเรียงความสำคัญจากมากไปหาน้อย ดังนี้ 2.1)องค์กรปกครองส่วนท้องถิ่นควรตั้งงบประมาณส่งเสริมสนับสนุนการบริหารจัดการและจัดสรรครูผู้ดูแลเด็กให้เพียงพอต่อจำนวนนักเรียน 2.2) ศูนย์พัฒนาเด็กเล็กควรจัดให้มีสถานที่จอดรถรับ-ส่งเด็กเล็กที่สะดวกปลอดภัยอีกทั้งต้องมีมาตรการป้องกันอัคคีภัย 2.3) คณะกรรมการบริหารศูนย์พัฒนาเด็กเล็กควรมีส่วนร่วมในการจัดทำหลักสูตร องค์กรปกครองส่วนท้องถิ่นควรสนับสนุนและส่งเสริมให้บุคลากรศูนย์พัฒนาเด็กเล็กจัดทำแผนการจัดประสบการณ์อย่างต่อเนื่อง และ 2.4) ควรให้ชุมชนมีส่วนร่วมในการวางแผนด้านการศึกษาของศูนย์พัฒนาเด็กเล็กในการจัดกิจกรรมในวันสำคัญ
 

                The objectives of this study were : 1) to investigate problems on development of child developmentcenters administration in the Sahatsakhan district area, Kalasin province, and 2) to examine suggestions on guidelines about developing the child development centers administration in 4 aspects : personnel and management; buildings, the environment and safety; academic and curriculum activity aspect; and community participation and support. The population used in this study was 230 people comprising teachers and administrative committee members for development of child development centers in the Sahatsakhan district area, Kalasin province. The instrument used was a 5-rating scale questionnaire of which the reliability value was 0.96. Data analysis was conducted using mean (μ), standard deviation (σ), and frequency. The findings of study were: 1) the overall problem of child development centers was at the low level (μ = 2.31). Considering it by aspect, the problem was also found at the low level in these aspects: personnel and management (μ = 2.22); buildings, the enviironment and safety (μ = 2.27); academic and curriculum activity aspect (μ = 2.17), and community participation and support (μ = 2.57). Guidelines about development of child development centers as arranged in order from higher to lower ranks were: 2.1) The local administration organization should allocate a budget for promoting and supporting administration and provide enough children’s caretakers; 2.2) the child development centers should provide a safe place for a vehicle to stop for dropping off and picking up the children and have a fire prevention measure; 2.3) the committee members for child development centers administration should participate in developing a curriculum, and the local administration organizations should support and promote the personnel of child development centers to make a learning experience plan continuously; and 2.4) the community should be provided with an opportunity to participate in educational planning for child development centers concerning activity arrangement in the important days.
