   การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนากลยุทธ์การบริหารงานการประกันคุณภาพภายในที่มีประสิทธิผลของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ 2) ตรวจสอบความเหมาะสมและความเป็นไปได้ของกลยุทธ์การบริหารงานการประกันคุณภาพภายในที่มีประสิทธิผลของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือที่พัฒนาขึ้น กลุ่มเป้าหมายในการสัมภาษณ์เพื่อร่างกลยุทธ์ เป็นผู้ทรงคุณวุฒิ จำนวน 9 คน กรณีศึกษาโรงเรียนที่มีกระบวนการบริหารงานการประกันคุณภาพภายใน ที่มีเกณฑ์คะแนนระดับดีมาก จำนวน 3 แห่ง และกลุ่มเป้าหมายในการสนทนากลุ่มผู้เชี่ยวชาญ (Focus Group Discussion) จำนวน 9 คน กลุ่มตัวอย่างในการตรวจสอบกลยุทธ์ จำนวน 359 โรงเรียน โดยการเปิดตารางของ Krejcie & Morgan และ การสุ่มอย่างง่าย (Simple Random Sampling) โดยกำหนดระดับความคลาดเคลื่อน .05 ใช้วิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย แบ่งเป็น 2 ระยะ ได้แก่ ระยะที่ 1 แบบสัมภาษณ์แบบมีโครงสร้างผู้ทรงคุณวุฒิ และกรณีศึกษาโรงเรียนที่มีกระบวนการบริหารงานการประกันคุณภาพภายในที่มีประสิทธิผลที่มีเกณฑ์คะแนนระดับดีมาก  ระยะที่ 2 แบบสอบถามประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิจัย คือ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์เชิงเนื้อหา
     ผลการวิจัยพบว่า 1) กลยุทธ์การบริหารงานการประกันคุณภาพภายในที่มีประสิทธิผลของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ มี 4 กลยุทธ์ คือ กลยุทธ์ที่ 1 การส่งเสริมการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียและบุคลากร กลยุทธ์ที่ 2 การนำผลการประเมินงานการประกันคุณภาพภายในมาปรับปรุงแก้ไขและพัฒนา กลยุทธ์ที่ 3 การพัฒนาครูและบุคลากร และกลยุทธ์ที่ 4 การจัดการระบบข้อมูลสารสนเทศ 2) ผลการตรวจสอบกลยุทธ์การบริหารงานการประกันคุณภาพภายในที่มีประสิทธิผลของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือที่พัฒนาขึ้นมีความเหมาะสมและความเป็นไปได้โดยรวมอยู่ในระดับมาก

The purpose of this research was to 1) develop the administrative strategies for effective internal quality assurance of small elementary schools working under the Office of the Basic Education Commission in the northeast region of Thailand 2) to examine the appropriateness and feasibility of the effective internal quality assurance’s administration strategies of the small primary schools. target group in the interview for drafting strategy.  The first case study is taking from the interviewing nine qualified experts who are working at-three schools that has presented the excellent performance of internal quality assurance management. The second group of informants are nine experts who participated the focus group discussion on how to investigate strategies of 359 schools by applying the tables of Krejcie & Morgan and simple random sampling by specifying the level of error at .05, while also using a specific selection.  The research method were divided into two phases: phase one is included the structured interview with the qualified experts with the case study of the schools who have shown the excellent result of internal quality assurance.  Phase two applies the questionnaire with scaling for five levels. The statistics applying in this research are included frequency, percentage, mean, standard deviation and content analysis.

The research findings suggest two elements 1) there are four strategies of effective internal quality assurance administration of small elementary schools working under the Office of the Basic Education Commission in the Northeast of Thailand are included(1) promoting participation of stakeholders and personnels ; (2) applying the results of internal quality assurance to improve and develop strategies; (3)The development of  teacher and personnel and strategies; (4) information system management. 2) the results of the examination of the effective internal quality assurance administration strategy of the small elementary schools, who are working under the Office of the Basic Education Commission in the northeast region, suitable and feasible due to the high score level.
