Utilization, Problems, Needs, and Development Guideline in the area of Lam Dom Noi River Basin, Ubon Ratchathani Province

    การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพการใช้ประโยชน์ในพื้นที่ลุ่มน้ำลำโดมน้อย 2) สภาพปัญหา ความต้องการ และแนวทางพัฒนาในพื้นที่ลุ่มน้ำลำโดมน้อย จังหวัดอุบลราชธานี กลุ่มตัวอย่างที่ใช้จำนวน 394 คน ใช้การสุ่มแบบง่ายโดยวิธีการจับสลากแบบไม่ใส่คืน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือแบบสอบถาม สถิติที่ใช้  ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน        
    ผลการวิจัยพบว่า 1) ใช้ประโยชน์จากลำน้ำโดมน้อยในการหาปลาหรือสัตว์น้ำอื่นมากที่สุด (ร้อยละ 70.30) รองลงมา คือ ใช้ลำน้ำโดมน้อยในการจัดกิจกรรมประเพณีต่างๆ (ร้อยละ 7.87) ความถี่ในการในการ ใช้ประโยชน์จากลำน้ำโดมน้อย ใช้ประโยชน์เป็นครั้งคราวมากที่สุด(ร้อยละ 43.40)  รองลงมา คือ นานๆจึงได้ใช้ประโยชน์ (ร้อยละ7.16)   2) ปัญหาของลำน้ำโดมน้อยอยู่ในระดับปานกลาง ได้แก่ ลำน้ำตื้นเขิน ( =2.74) รองลงมา คือ สารเคมีปนเปื้อนในลำน้ำ ( =2.55) ความต้องการแก้ไขปัญหาและพัฒนาพื้นที่ลุ่มน้ำลำโดมน้อยในระดับมาก ได้แก่ เพาะพันธุ์และรักษาพันธุ์สัตว์น้ำในลำโดมน้อย  ( =3.59) รองลงมา คือ ปัญหาการใช้ไฟฟ้าช็อตปลา ( =3.52)  แนวทางในการพัฒนาพื้นที่ลุ่มน้ำลำโดมน้อย ได้แก่ 1) ส่งเสริมการมีส่วนร่วมในการบริหารจัดการและอนุรักษ์ลุ่มน้ำลำโดมน้อย 2) กำหนดเขตอนุรักษ์พันธุ์สัตว์น้ำ 3) เฝ้าระวังป้องกันและแก้ไขปัญหาลำน้ำตื้นเขิน อุทกภัย 4) เฝ้าระวังป้องกันและแก้ไขปัญหาขยะมูลฝอย 5) เฝ้าระวังคุณภาพน้ำและสารเคมีปนเปื้อน 6) ก่อสร้างสะพานข้ามลำน้ำโดม ถนน และพื้นที่นันทนาการ 7) พัฒนาเป็นแหล่งท่องเที่ยวเชิงนิเวศวัฒนธรรม 8) ส่งเสริมการเกษตรอินทรีย์การประมงพื้นบ้านและการพัฒนาตลาดสดริมน้ำลำโดมน้อย และ 9) การรณรงค์สร้างความตระหนักรู้และสร้างจิตสำนึกต่อการดูแลรักษาลำน้ำโดมน้อยให้แก่ประชาชนและเยาวชน

    The purposes of this research were to 1) study the state of beneficial use of Lam Dom Noi river basin and 2) study state of problems, needs and development guideline in the area of Lam Dom Noi River basin in Ubon Ratchathani province. 394 people were reckoned as the sample by simple random sampling technique. Questionnaires were used to collect data and analyzed the value of frequency, percentage, arithmetic mean, and standard deviation.
     The findings were that 1) the Lam Dom Noi river basin was used the most for fishing or finding other aquatic animals followed by using it for local cultural activities (7.87%). Regarding the frequency of beneficial use of the basin, the Lam Dom Noi river basin was the most occasionally used (43.40%) and  rarely use of it (7.16%), 2) respectively, problems of Lam Dom Noi that were regarded moderately included shoal ( =2.74) and chemical contamination ( =2.55). The problems needed to be solved and developed importantly were aquaculture and aquatic animal conservation ( =3.59) and electrofishing problem ( =3.52). Developing guidelines were promoting participation of all concerned agencies in watershed management and Lam Dom Noi basin conservation, zoning aquatic animal conservation area, monitoring and preventing shallow-water and flood problem, monitoring and preventing wastewater problem, monitoring and preventing water quality and chemical contamination, building the bridge across the river, paving roads, and allocating areas of land for leisure and recreation, developing the basin area as the eco-cultural tourism place, promoting organic agriculture, traditional fishing, and developing riverside-open market along the river, and strengthening and building awareness and consciousness on Lam Dom Noi conservation amid people and youths
