การศึกษาแนวทางการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษา ขั้นพื้นฐาน สำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 |

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหาและสาเหตุของปัญหาการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้น พื้นฐาน ในการบริหารงานของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 และ 2) ศึกษาแนวทางใน
การมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐานสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์
เขต 3 โดยใช้ระเบียบวิธีวิจัยแบบผสานวิธี แบ่งการวิจัยออกเป็น 2 ระยะ คือระยะที่ 1 เป็นการศึกษาปัญหาและสาเหตุของปัญหากลุ่ม
ตัวอย่าง คือ คณะกรรมการสถานศึกษาขั้นพื้นฐานสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 ปีการศึกษา 2555 โดย
การสุ่มแบบแบ่งชั้นภูมิตามตำแหน่งของคณะกรรมการสถานศึกษา จำนวน 320 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ
แบบสอบถาม ซึ่งได้ค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.94 วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ
การวิเคราะห์ข้อมูลเชิงเนื้อหา ระยะที่ 2 คือ การกำหนดแนวทางการมีส่วนร่วมโดยนำผลจากการศึกษาในระยะที่ 1 มาจัดกระบวนการ
สนทนากลุ่มผู้เชี่ยวชาญเพื่อกำหนดเป็นแนวทาง ผลการวิจัยพบว่า 1) ปัญหาการในภาพรวมทั้ง 4 ด้าน คือ ด้านวิชาการ
ด้านงบประมาณ ด้านบริหารงานบุคคล และด้านบริหารทั่วไป มีปัญหาอยู่ในระดับปานกลาง 2) สาเหตุของปัญหา คือ การขาดความ
เข้าใจในบทบาทหน้าที่ของตนเอง ไม่มีแรงจูงใจในการเข้ามามีส่วนร่วม ไม่มีเวลาเข้าร่วม เข้าใจว่าการจัดการศึกษาเป็นหน้าที่ของคณะครู
ในสถานศึกษา สถานศึกษาไม่ได้เปิดโอกาสให้เข้ามามีส่วนร่วมอย่างแท้จริง ขาดระบบการติดต่อประสานงานหรือการให้ข้อมูล
สารสนเทศที่ดี และขาดงบประมาณส่งเสริมสนับสนุน 3) แนวทางการมีส่วนร่วมคือจัดอบรมให้ความรู้ความเข้าใจ สร้างความตระหนัก
ถึงความสำคัญในบทบาทหน้าที่ จัดระบบเผยแพร่ประชาสัมพันธ์ข้อมูลสารสนเทศ แต่งตั้งให้ร่วมเป็นคณะกรรมการนิเทศ ติดตาม
ตรวจสอบประเมินผล ปรับปรุงการบริหารงานในสถานศึกษา จัดกิจกรรมสร้างความสัมพันธ์อันดีร่วมกันจัดเวลาประชุมในช่วงเวลาที่
เหมาะสม จัดศึกษาดูงานในสถานศึกษาที่ประสบความสำเร็จในการบริหารแบบมีส่วนร่วม

The purposes of this study were to : 1) investigate problems and causes of the problems in participation of the basic education institution committees in management of their school under the supervision of the Office of
Primary Education Service Area 3, and 2) examine an approach to development of participation in management
of their school among the members of basic education institution committees under the Office of Kalasin Primary
Education Service Area 3 using an eclectic approach. The study was divided into two stages. Stage 1 was to
investigate problems and causes of the problems from the sample of 30 committee members of basic education
institutions under the Office of Kalasin Primary Education Service Area 3, who were selected by stratified random
sampling. The instrument used for collecting data was a questionnaire whose entire reliability coefficient was
0.94. Data analysis was conducted using percentage, mean, standard deviation and content analysis. Stage 2 was
to determine an approach to participation based on the results of investigation in stage 1 through having a focusgroup
discussion among the experts for some guidelines of development. The results of study were as follows :
1) The overall problem of participation in four aspects, namely academic, budget, personnel administration and
general management was at the moderate level, 2) The causes of the problem were lack of understanding about
their own role, having no motivation and no time to participate, having understanding of educational
management as the duty of teachers in schools and having no real opportunity which should be offered by
schools to participate. They lacked good coordination or provision of information and lacked a support budget.
3)The guidelines for participation were to provide a training of knowledge and understanding, to create awareness
of the importance of the role of basic education institution committees, to organize a system of dissemination of
information through public relations, to appoint them to participate as a committee member in supervision,
follow-up, inspection, assessment and improvement of school management, to offer an activity of establishing a
good relationship together, to hold a meeting at the right time and to afford a study trip to a school which has
achieved successfulness in participatory management.
