The objective of this study was to develop and examine the goodness-of-fit of the structural model of strategic leadership indicators of school directors affecting the effectiveness of opportunity expansion schools under the Office of Basic Education Commission in the North-eastern region of Thailand with the empirical data. The study was divided into 3 phases. The first phase was the determination of main components, sub-components and indicators by studying relevant documents and researches as well as interviewing 7 experts. The second phase was the indicator development by consulting 21 panel experts with the application of modified Delphi technique for 3 rounds. The third phase was the examination of goodness-of-fit between the developed structural model and the empirical data by consulting 630 opportunity expansion school directors, selected through multi-stage random sampling. The tool in the data collection was the 5-level rating scale questionnaire. Data was then analyzed to determine basic statistics value, while LISREL program was employed to conduct confirmatory factor analysis in this study.
The results of the study could be concluded as follows: 1) The strategic leadership indicators of school directors affecting the effectiveness of opportunity expansion schools under the Office of Basic Education Commission in the North-eastern region of Thailand comprised 6 main components, 21 sub-components and 109 indicators, which were in accordance with relevant principles, concepts and theories, and could be classified as follows: 4 sub-components and 25 indicators on organization direction setting; 3 sub-components and 16 indicators on higher-order thinking process; 2 sub-components and 11 indicators on strategy formulation; 5 sub-components and 30 indicators on strategic implementation; 3 sub-components and 14 indicators on strategic control and assessment and 4 sub-components and 13 indicators on school effectiveness. 2) The structural model of strategic leadership indicators of school directors affecting the effectiveness of opportunity expansion schools under the Office of Basic Education Commission in the North-eastern region of Thailand had a goodness-of-fit with the empirical data as set in the hypothesis (Chi-square = 80.83; df =83; P = 0.54689; GFI = 0.99; AGFI = 0.96; RMSEA = 0.000; CN = 866.87).
