ปัจจัยที่มีผลต่อการพัฒนาทรัพยากรมนุษย์กองร้อยบิน กองพลที่1 รักษาพระองค์ |

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยที่มีผลต่อการพัฒนาทรัพยากรมนุษย์ และ 2)เสนอแนะแนวทางในการพัฒนา ทรัพยากรมนุษย์ของกองร้อยบิน กองพลที่ 1 รักษาพระองค์ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม เก็บข้อมูล จากประชากร คือ บุคลากรกองร้อยบิน กองพลที่ 1 รักษาพระองค์ จำนวน 56 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1)ปัจจัยที่มีผลต่อการพัฒนาทรัพยากรมนุษย์ ปัจจัยภายในองค์กร ด้านโครงสร้างองค์กรและภารกิจหลัก พบว่าการปฏิบัติงานของหน่วยงานสอดคล้องกับภารกิจหลักที่กำหนดไว้ ด้านกฎ ระเบียบ ข้อบังคับ พบว่า กฎ ระเบียบ ข้อบังคับของ หน่วยงานสามารถปฏิบัติได้ทั้งหมดด้านค่านิยมองค์กร พบว่าปฏิบัติหน้าที่โดยยึดมั่นความถูกต้อง เที่ยงธรรมตามหลักกฎหมาย ดำรงชีวิตด้วยความพอเพียงเหมาะสมกับฐานะ ด้านกระบวนการบริหารทรัพยากรมนุษย์ พบว่าต้องการที่จะพัฒนาตนเองเสมอ หน่วยงานมีการให้ความดีความชอบที่เหมาะสม ปัจจัยภายนอกองค์กร ด้านการเปลี่ยนแปลงทางสังคม สามารถปรับตัวเองเข้ากับสภาพสังคมที่เปลี่ยนแปลงได้ ด้านความก้าวหน้า ด้านเทคโนโลยีสารสนเทศมีผลต่อการดำรงชีวิต และใช้เทคโนโลยีอย่างเหมาะสมกับขีดความสามารถ ด้านการแข่งขันระดับประเทศ หน่วยมีการเตรียมความพร้อมในการจัดบุคคลเข้ารับการแข่งขัน และพร้อมอำนวย ความสะดวกในการร่วมการแข่งขัน ด้านการสนับสนุนจากผู้บังคับบัญชาระดับสูง พบว่านโยบายกองทัพสามารถปฏิบัติได้ มีการอบรม ศึกษาต่อตามแนวทางราชการมีความเหมาะสม 2)แนวทางการพัฒนาทรัพยากรมนุษย์ ประกอบด้วยการให้กำลังพลศึกษากฎระเบียบ ข้อบังคับในการปฏิบัติงานให้เข้าใจ และมีเทคโนโลยีที่มีประสิทธิภาพเพียงพอต่อการใช้งาน คำสำคัญ : ทรัพยากรมนุษย์ / โครงสร้างองค์กร / นโยบาย / กองร้อยบิน กองพลที่ 1 รักษาพระองค์ หมายเลข DOI : 10.14456/npuj.2015.13 |

The purposes of this study were : 1) to investigate factors which affected the development of human resources, and 2) to suggest a way to the development of human resources – the King’s bodyguards at Aviation Company of the 1st Division. The instrument used in data collection was a questionnaire. Data were collected from the population of 56 personnel who were the King’s bodyguards at Aviation Company of the 1st Division. Statistics used in data analysis were frequency, percentage, mean and standard deviation. The findings were as follows. The internal factors which affected the human resources development in the aspect of organizational structure and missions were found that the practice of the work unit was in compliance with the prescribed principal missions. In the aspect of rules and regulations, it was found that all of which were practicable. In the aspect of organizational values, it was found that the personnel did their duty by adhering to righteousness based on laws, and led their life with sufficiency economy practice. In the aspect of human resources management, it was found that the personnel were enthusiastic about personal development and that they received an appropriate reward for their merit. As for the external factors, it was found in the aspect of social change that the personnel could adjust themselves to the changing social condition. In the aspects of advancement and of information technology, it was found that the personnel benefited their life sustaining in using technology which was appropriate to their capacity. In the aspect of national competition, the work unit prepared the personnel to get involved in competition and was ready to facilitate the participation in competition. In the aspect of support from their superior, it was found that the army policy was practicable. Training and studying further in an official way was suitably available. 2) The guidelines for the development of human resources consisted of giving the rules and regulations of practice to the force for study in order to understand them thoroughly and also consisted of providing technology which had efficiency enough to use.
