Using Principles of Good Governance in the Management of Nakhon Phanom Municipal Schools

             การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการใช้หลักธรรมาภิบาลในการบริหารงานในโรงเรียน 2) เปรียบเทียบความคิดเห็นต่อการใช้หลักธรรมาภิบาลในการบริหารงานในโรงเรียน จำแนกตาม ตำแหน่ง และขนาดของโรงเรียน กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา และครูในโรงเรียนสังกัดเทศบาลเมืองนครพนม จำนวน 146 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางเครซี่ และมอร์แกน ใช้วิธีการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) เครื่องมือที่ใช้เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนกระหว่าง 0.43–0.97 มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานการทดสอบที่ (t–test Independent Samples) และการทดสอบเอฟ (F–test) ในกรณีที่พบความ แตกต่างของค่าเฉลี่ยทำการวิเคราะห์เป็นรายคู่ โดยวิธีการของเชฟเฟ่ (Scheff’e) ผลการวิจัยพบว่า 1) โรงเรียนสังกัดเทศบาลเมืองนครพนมใช้หลักธรรมาภิบาลในการบริหารงานโดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากทั้ง 6 ด้าน โดยเรียงค่าเฉลี่ยสูงสุดไปหาค่าเฉลี่ยต่ำสุด 3 อันดับแรก ได้แก่ ด้านหลักความโปร่งใส ด้านหลักคุณธรรม และด้านหลักความรับผิดชอบ 2) ผู้บริหารและครูผู้สอนในโรงเรียนสังกัดเทศบาลเมืองนครพนม มีความคิดเห็นต่อการใช้หลักธรรมาภิบาลในโรงเรียนโดยรวมและ รายด้าน แตกต่างกันอย่างไม่มีนัยสำคัญ ยกเว้น ด้านหลักความโปร่งใส มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ระหว่างโรงเรียนขนาดเล็ก ขนาดกลาง และขนาดใหญ่
 

               The objectives of this study were : 1) to investigate the use of good governance principles in school management, and 2) to compare opinions on the use of good governance principles in school management based on the backgrounds of position and school size. A sample used in this study was a total of 146 administrators and teachers in schools under the Mueang Nakhon Phanom Municipality. The size of sample was determined using Krejcie and Morgan’s table and the sample was selected by stratified random sampling. The instrument used was a 5-rating scale questionnaire whose discrimination power values were between 0.43 and 0.97 and entire reliability value was 0.98. Statistics used to analyze data were percentage, mean, standard deviation, t-test of independent samples and F-test. In case a difference between the means was found, a pairwise comparison by Scheffe’s method would be conducted. The findings of study were as follows: 1) Schools under the Mueang Nakhon Phanom Municipality used the principles of good governance as a whole at high level. Considering it by aspect, all the 6 aspects were found at high level in ranking order from higher to lower means for the first 3 places, namely principles of transparency, morality and accountability; 2) administrators and teachers in schools under the Mueang Nakhon Phanom Municipality had no significant difference in their opinion on the use of good governance principles in schools as a whole and each aspect excepting in the principle of transparency which was found significantly different at the .05 level between the small, medium and large sized schools.
