Transformational Leadership and Participation Related to Operating the Local Health Insurance Funds

                การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบภาวะผู้นำการเปลี่ยนแปลงและองค์ประกอบการมีส่วนร่วมของประธานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ 2) ตรวจสอบและยืนยันองค์ประกอบภาวะผู้นำการเปลี่ยนแปลงและองค์ประกอบการมีส่วนร่วม 3)ศึกษาความสัมพันธ์ระหว่างองค์ประกอบภาวะผู้นำการเปลี่ยนแปลงและองค์ประกอบการมีส่วนร่วมของประธานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ กับผลการดำเนินงานของกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่กลุ่มตัวอย่างในการวิจัยครั้งนี้ คือ ประธานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ ในความรับผิดชอบของสำนักงานหลักประกันสุขภาพแห่งชาติเขต 10 อุบลราชธานี จำนวน 5 จังหวัด ประกอบด้วยจังหวัดอุบลราชธานี จังหวัดศรีสะเกษ จังหวัดอำนาจเจริญ จังหวัดยโสธร และจังหวัดมุกดาหาร จำนวน 250 คน ได้มาโดยวิธีการสุ่มแบบง่าย (Simple Random Sampling) เครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตรวัดประเมินค่า (Rating scale) 5 ระดับ มีค่าอำนาจจำแนกรายข้อระหว่าง 0.51-0.79 ค่าความเชื่อมั่นเท่ากับ 0.97 สถิติที่ใช้ในการวิจัย คือ การวิเคราะห์องค์ประกอบเชิงยืนยัน และการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบ เพียรสัน ผลการวิจัยพบว่า 1) ภาวะผู้นำการเปลี่ยนแปลงของประธานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ ประกอบด้วย 4 องค์ประกอบ ได้แก่ การมีอิทธิพลอย่างมีอุดมการณ์ การสร้างแรงบันดาลใจ การกระตุ้นทางปัญญา และการคำนึงถึงความเป็น ปัจเจกบุคคล การมีส่วนร่วมของประธานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ ประกอบด้วย 5 องค์ประกอบ ได้แก่ การมีส่วนร่วมในการตัดสินใจ ความร่วมมือในการทำงาน การมีส่วนร่วมในการปฏิบัติการการมีส่วนร่วมรับผลประโยชน์ และ การสื่อสารแบบมีส่วนร่วม 2) องค์ประกอบภาวะผู้นำการเปลี่ยนแปลงมีความสอดคล้องกับข้อมูลเชิงประจักษ์ และองค์ประกอบการมี ส่วนร่วมมีความสอดคล้องกับข้อมูลเชิงประจักษ์เช่นกันร่วมและ 3) องค์ประกอบภาวะผู้นำการเปลี่ยนแปลงและองค์ประกอบของการมี ส่วนร่วมของประธานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ มีความสัมพันธ์กับผลการดำเนินงานของกองทุนหลักประกัน สุขภาพระดับท้องถิ่นหรือพื้นที่อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 นอกจากนั้นองค์ประกอบของภาวะผู้นำการเปลี่ยนแปลงของ ประธานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ มีความสัมพันธ์กับองค์ประกอบการมีส่วนร่วมของของประธานกองทุนหลักประกันสุขภาพระดับท้องถิ่นอย่างมีนัยสำคัญทางสถิติที่ระดับ .01
 

                The aims of this study were: 1) to investigate the elements of transformational leadership and participation among the chairs of local health insurance funds, 2) to examine and confirm the elements of those two respects, and 3) to investigate the relationship between the transformational leadership elements and the participation ones among the chairs of local health insurance funds, and the results of operating the local health insurance funds. A sample of this study selected by simple random sampling was 250 chairs of local health insurance funds under responsibility of the Office of National Health Insurance Region 10, Ubon Ratchathani, covering 5 provinces: Ubon Ratchathani, Sisaket, Amnat Charoen, Yasothon, and Mukdahan. The instrument used was a 5-rating scale questionnaire whose discrimination power values ranged between 0.51 and 0.79, and reliability value was 0.97. Statistics used were confirmatory factor analysis and Pearson’s product moment correlation coefficient. The findings of study were as follows: 1) Transformational leadership of chairs of local health insurance funds comprises 4 elements – ideological influence, creating an inspiration, providing intellectual stimulation, and giving individualized consideration. Participation of chairs of local health insurance funds comprises 5 elements – participation in decision-making, participation in working, operational participation, participation in receiving benefits and participatory communication. 2) There was a goodness of fit between the elements oftransformational leadership and the empirical data and also there was a goodness of fit between the elements of participation and the empirical data. And 3) the elements of transformational leadership and the elements of participation of chairs of local health insurance funds had a significant relationship with the results of operating the local health insurance funds at the .01 level. In addition, the elements of transformational leadership among the chairs of local health insurance funds had a significant relationship with the elements of participation amongthe chairs of local health insurance funds at the .01 level.
