                         การศึกษาถึงข้อกฎหมายในการกระทำความผิดของครูที่มีผลกระทบต่อประชาชน ผลที่ได้จากการศึกษาจะเป็นแนวทางในการประพฤติปฏิบัติตนตามกรอบจรรยาบรรณของครู   และการปฏิบัติหน้าที่ราชการให้เป็นไปตามกฎหมายว่าด้วยเรื่องวินัยและการรักษา วินัยครู     พร้อมทั้งหามาตรการในการส่งเสริมการประพฤติปฏิบัติตามกรอบจรรยาบรรณครู   และบทกำหนดโทษที่เหมาะสมกับการกระทำความผิดของครูที่ส่งผลกระทบต่อประชาชนตามพระราชบัญญัติระเบียบข้าราชการครู    และบุคลากรทางการศึกษาพุทธศักราช2547 และ แก้ไขเพิ่มเติมฉบับที่ 2 พุทธศักราช 2551 ตามมาตรา 88 โดยแบ่งเป็นหัวข้อได้แก่    ครูไม่กระทำตนเป็นแบบอย่างที่ดี ครูไม่ให้ความเป็นธรรมแก่ผู้เรียนและประชาชน และครูดูหมิ่นเหยียดหยามข่มเหงผู้เรียนหรือประชาชนผู้มาติดต่อราชการ
 

               This study of the law clauses concerned offenses of teachers which affected the people. The findings ofstudy are guidelines for teachers about conducting themselves according to a code of conduct and about performance of official duties in accordance with the law on the subject of discipline and disciplinary maintenance for teachers and are measures to promote ethical conduct by teachers and penalty provision appropriate to the offense of a teacher which affects the people according to the Act of Rules for teachers and educational personnel, B.E. 2574 and the Amendment No. 2, B.E. 2551 under section 88. The study is divided into these topics: Teachers do not behave themselves as a good example; teachers do not ensure fairness to students and the people; and teachers hold in contempt and mistreat students and the people who come to officially contact with them.
