การศึกษาการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการการศึกษา นอกระบบและการศึกษาตามอัธยาศัยตำบล ในจังหวัดกาฬสินธุ์
A Study of Participation in Educational Administration among Non-formal and Informal Education Committees of the Sub-districts in Kalasin Province

            การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการการศึกษานอกระบบและ การศึกษาตามอัธยาศัยตำบลในจังหวัดกาฬสินธุ์ 2) ศึกษาข้อเสนอแนวทางการพัฒนาการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบลในจังหวัดกาฬสินธุ์ กลุ่มตัวอย่าง ได้แก่ คณะกรรมการการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบลในจังหวัดกาฬสินธุ์ จำนวน 296 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย () ส่วนเบี่ยงเบนมาตรฐาน (S.D.) ร้อยละ (percentage) ผลการวิจัยพบว่า 1) การมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบลในจังหวัดกาฬสินธุ์ โดยรวมอยู่ในระดับมาก 2) ข้อเสนอแนวทางการพัฒนาการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล ในจังหวัดกาฬสินธุ์ พบว่า 1) ด้านการบริหารจัดการ คณะกรรมการควรมีส่วนร่วมในการกำกับติดตามงบประมาณเพื่อให้การดำเนินงานการศึกษานอกระบบและการศึกษาตามอัธยาศัยเป็นไปอย่างมีคุณภาพ 2) ด้านการจัดกิจกรรมการเรียนรู้ ควรออกแบบกิจกรรมการเรียนรู้ที่สอดคล้องกับสภาพปัญหาของชุมชน 3) ด้านการมีส่วนร่วม ควรให้คณะกรรมการการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบลมีส่วนร่วมในการจัดทำแผนการจัดกิจกรรมการศึกษานอกระบบและการศึกษาตามอัธยาศัย 4) ด้านการนิเทศ ติดตามและรายงานผล ควรสรุปผลและรายงานผลการปฏิบัติงานการจัดกิจกรรมการเรียนรู้ของการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล ต่อชุมชนและภาคีเครือข่าย
 

                  The objectives of this study were: 1) to investigate a degree of participation in educational administration among non-formal and informal education committees of the sub-districts in Kalasin province, 2) to examine guidelines on development of participation in educational administration among non-formal and informal education committees of the sub-districts in Kalasin province. The sample was 296 members of non-formal and informal education committees of the sub-districts in Kalasin province. The instrument used was a 5-rating scale questionnaire with the entire reliability value of 0.98. Statistics used to analyze data were mean, standard deviation and percentage. The findings of study were as follows: 1) Participation in educational administration among non-formal and informal education committees of the sub-districts in Kalasin province as a whole was at the high level. 2) The guidelines on development of participation in educational administration among non-formal and informal education committees of the sub-districts in Kalasin province were found as the following: 1) In the aspect of management, the committees should participate in supervision and follow-up of the budget in order that administration of non-formal and informal education would go on in quality. 2) In the aspect of arrangement of learning activity, it should be designed in consistence with the problem state of community. 3) In the aspect of participation, the non-formal and informal education committees of the sub-districts should have an opportunity to participate in making an activity arrangement plan for non-formal and informal education. 4) In the aspect of supervision, follow-up and report, conclusions should be made and performance of learning activity arrangement of non-formal and informal education of the sub-districts be reported to the community, party and network.
