      การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษานโยบายทางด้านการศึกษาและทิศทางการพัฒนาเยาวชนตามแนวพุทธ 2) วิเคราะห์และเสนอยุทธศาสตร์การเสริมสร้างจิตสำนึกความเป็นพลเมืองดีตามแนวพุทธ กลุ่มเป้าหมายในการเก็บข้อมูลเชิงคุณภาพ ได้แก่ ผู้อำนวยการพระสอนศีลธรรม จำนวน 1 รูป ประธานกรรมการดำเนินงานโครงการพระสอนศีลธรรมในโรงเรียน จำนวน 2 รูป ผู้อำนวยการสำนักงานเขตพื้นที่มัธยมศึกษา เขต 37 (แพร่ – น่าน) จำนวน 1 คน ผู้อำนวยการสถานศึกษา จำนวน 2 คน ตัวแทนครูผู้สอนในกลุ่มสาระการเรียนรู้สังคมศึกษา ศาสนาและวัฒนธรรม จำนวน 4 คน และตัวแทนพระสอนศีลธรรมในโรงเรียน จำนวน 6 รูป รวมทั้งสิ้น จำนวน 16 รูป/คน กลุ่มตัวอย่างในการเก็บข้อมูลเชิงปริมาณเป็นตัวแทนพระสอนศีลธรรม จำนวน 217 รูป เครื่องมือที่ใช้รวบรวมข้อมูลประกอบด้วย แบบสัมภาษณ์ และแบบสอบถาม  มีค่าดัชนีความสอดคล้องของข้อคำถาม อยู่ระหว่าง 0.67-1.00 และค่าความเชื่อมั่น 0.91 วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาพิจารณาประเด็นหลักและแบ่งออกเป็นประเด็นย่อย ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน
      ผลการวิจัยพบว่า 1) นโยบายทางด้านการศึกษาและทิศทางการพัฒนาเยาวชนตามแนวพุทธ เกิดจากหน่วยงานที่เกี่ยวข้อง และสถานศึกษานำนโยบายตามแผนการศึกษาแห่งชาติ พ.ศ. 2560–2579 และแผนพัฒนาการศึกษาของกระทรวงศึกษาธิการ ฉบับที่ 12 (พ.ศ. 2560–2564) ไปกำหนดเป็นทิศทางในการพัฒนาเยาวชนของไทยตลอดจนได้นำหลักธรรมทางพระพุทธศาสนามาใช้กับสถานศึกษาในรูปแบบของโครงการต่างๆ โดยมีวิวัฒนาการจากโรงเรียนวิถีพุทธ โรงเรียนสีขาว โครงการเศรษฐกิจพอเพียง นอกจากนี้ มีการนำค่านิยม 12 ประการ มาใช้ในสถาบันการศึกษาในรูปแบบของโรงเรียนคุณธรรม 2) ยุทธศาสตร์การเสริมสร้างจิตสำนึกความเป็นพลเมืองดีตามแนวพุทธกำหนดนโยบายการจัดการศึกษาของหลักสูตรผ่านกิจกรรมการเรียนการสอนสู่การปฏิบัติจริง นำหลักธรรมมาใช้เป็นแนวทางในการจัดการเรียนรู้และการพัฒนา ประกอบด้วยยุทธศาสตร์การสร้างองค์ความรู้เพื่อพัฒนาจิตสำนึกความเป็นพลเมืองดี การพัฒนากระบวนการเรียนรู้การสร้างจิตสำนึกความเป็นพลเมืองดี และการสร้างเครือข่ายการเรียนรู้เพื่อสร้างจิตสำนึกความเป็นพลเมืองดีเป็นตัวขับเคลื่อน

    The objectives of this research were: 1) to study the educational policy and direction of youth development based on Buddha-dharma, 2) to analyze and propose a strategy to enhance the consciousness of good citizenship based on Buddha-dharma. The target group for qualitative data collection comprised 1 director-monk teaching moral, 2 chairpersons of committees on implementation of  the monks teaching moral in school project, 1 director of the Office of Secondary Education Service Area 37 (Phrae-Nan), 2 school directors, 4 representatives of teachers in the social studies, religion and culture learning substance group, and 6 representatives of monks teaching moral in school totaling 16 people. The sample for quantitative data collection comprised 217 representatives of monks teaching moral. The instrument used in data collection consisted of an interview form and a questionnaire of which the indexes of item-objective congruence ranged between 0.67 and 1.00, and the reliability coefficient was 0.91. Data analysis was done using content analysis through the consideration of main issues and dividing those into sub-issues by means of mean scores and their respective standard deviations.
    Results of the study found the following. 1) The educational policy and direction of youth development based on Buddha-dharma came from the relevant agencies and schools that adopted the policies based on the National Education Plan B.E. 2560-2579 (2017-2036) and the Education Development Plan of the Ministry of Education No. 2, B.E. 2560-2564 (2017-2021) to set a direction for Thai youth development. In addition, the principles of Buddha-dharma were applied to the schools in the form of various projects. It has evolved from a Buddhist oriented school, a drug-free school, and a sufficiency economy project. Furthermore, 12 desirable values were used in educational institutions in the form of moral school. 2) The strategy of enhancing the consciousness of good citizenship by Buddha-dharma was created by setting the policy of educational management of the curriculum through the activities of teaching to practice and by using the principles of Buddha-dharma to guide the management and development of learning. The strategic issues included creating knowledge to develop the consciousness of good citizenship, developing a learning process, raising consciousness of good citizenship, and creating a network of learning to raise consciousness of good citizenship as a propeller.
