Strategy to Administer Schools for Being a Professional Learning Organization under the Offices of Secondary Education Service Areas in Northeastern Thailand

    การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนากลยุทธ์การบริหารโรงเรียนเพื่อเป็นองค์กรแห่งการเรียนรู้แบบมืออาชีพ 2) ตรวจสอบความเหมาะสมในการนำไปใช้ของกลยุทธ์การบริหารโรงเรียนเพื่อเป็นองค์กรแห่งการเรียนรู้แบบมืออาชีพ และ  3) พัฒนาคู่มือการใช้กลยุทธ์การบริหารโรงเรียนเพื่อเป็นองค์กรแห่งการเรียนรู้แบบมืออาชีพสำหรับโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือ ใช้วิธีวิจัยแบบผสานวิธีทั้งเชิงคุณภาพและเชิงปริมาณ การวิจัยแบ่งออกเป็น 4 ระยะ คือ ระยะที่ 1 การสร้างกลยุทธ์ ประกอบด้วย ส่วนที่ 1 การศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง ส่วนที่ 2 การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 คน และส่วนที่ 3 การศึกษาพหุกรณีโรงเรียนต้นแบบ จำนวน 3 โรงเรียน ระยะที่ 2 การพัฒนากลยุทธ์ โดยใช้เทคนิคเดลฟายแบบปรับปรุง จำนวน 3 รอบ สอบถามผู้เชี่ยวชาญ จำนวน 21 คน ระยะที่ 3 การตรวจสอบความเหมาะสมในการนำไปใช้ของกลยุทธ์ โดยการสอบถามความคิดเห็นของผู้มีส่วนได้ส่วนเสีย จำนวน 480 คน ระยะที่ 4 การพัฒนาคู่มือการใช้กลยุทธ์ โดยร่างคู่มือการใช้กลยุทธ์แล้วนำเสนอผู้เชี่ยวชาญ จำนวน 5 คน ประเมินความเหมาะสมในการนำไปใช้ ด้วยแบบสัมภาษณ์ชนิดมาตราส่วนประมาณค่า 5 ระดับ แก้ไขและปรับปรุงคู่มือการใช้กลยุทธ์ตามความคิดเห็นของผู้เชี่ยวชาญ

            ผลการวิจัยพบว่า (1) กลยุทธ์การบริหารโรงเรียนเพื่อเป็นองค์กรแห่งการเรียนรู้แบบมืออาชีพสำหรับโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือ มี 4 องค์ประกอบ ได้แก่ 1) วิสัยทัศน์ในการบริหารโรงเรียนเพื่อเป็นองค์กรแห่งการเรียนรู้แบบมืออาชีพ 2) พันธกิจ มีจำนวน 10 ข้อ 3) เป้าประสงค์ มีจำนวน 10 ข้อ 4) ประเด็นกลยุทธ์ มี 4 ประเด็น ประกอบด้วย ประเด็นกลยุทธ์ที่ 1 การเรียนรู้ร่วมกันและการประยุกต์ใช้ความรู้ ประเด็นกลยุทธ์ที่ 2 การมีค่านิยมและวิสัยทัศน์ร่วม ประเด็นกลยุทธ์ที่ 3 การทำงานเป็นทีมแบบรวมพลังร่วมมือ และประเด็นกลยุทธ์ที่ 4 การมีภาวะผู้นำแบบสนับสนุนและการจัดการความรู้ 2) กลยุทธ์การบริหารโรงเรียนเพื่อเป็นองค์กรแห่งการเรียนรู้แบบมืออาชีพที่พัฒนาขึ้น มีความเหมาะสมในการนำไปใช้โดยรวมอยู่ในระดับมากที่สุด (  = 4.59, S.D. = 0.71) 3) คู่มือการใช้กลยุทธ์การบริหารโรงเรียนเพื่อเป็นองค์กรแห่งการเรียนรู้แบบมืออาชีพ ประกอบด้วย คำชี้แจง วัตถุประสงค์ ประโยชน์ที่คาดว่าจะได้รับ บทนำ กลยุทธ์การบริหารโรงเรียนให้เป็นองค์กรแห่งการเรียนรู้แบบมืออาชีพ การดำเนินงานตามกลยุทธ์ และ บทบาทและหน้าที่ของผู้มีส่วนเกี่ยวข้อง พบว่าคู่มือการใช้กลยุทธ์มีความเหมาะสมมาก

    The objectives of this study were to: 1) develop a strategy to administer schools for being a professional learning organization, 2) verify the appropriateness of implementing the developed strategy and 3) develop a manual for implementation of the developed strategy to administer secondary schools for being a professional learning organization under the Offices of Secondary Education Service Areas in northeastern Thailand. A mixed method both qualitative and quantitative was employed.  The study was divided into 4 phases. Phase 1 was building a strategy comprising part 1 – study of relevant documents and research, part 2 – interviews with 9 experts, part 3 – multi-case studies of 3 model schools. Phase 2 was developing a strategy using the Modified Delphi Technique for 3 rounds and the inquiry from 21 people. Phase 3 was verifying the appropriateness of implementing the strategy by asking the opinion of 480 stakeholders. Phase 4 was developing a manual for using the strategy by making a draft of it and presenting it to the 5 experts for assessment of the appropriateness in strategy implementation. The instrument used in this phase was an interview form with a 5 point rating scale. The manual was then revised according to the experts’ opinion.
    Findings of the study were as follows. 1) The strategy to administer schools for being a professional learning organization under the Offices of Secondary Education Service Areas in northern Thailand comprised 4 components, namely (1) vision in administering the schools for being a professional learning organization, (2) missions comprising 10 items, (3) goals comprising 10 items, (4) strategy issues comprising 4 issues, namely strategy issue 1 – collaborative learning and applying the knowledge, strategy issue 2 – shared values and vision, strategy issue 3 – synergistic teamwork, and strategic issue 4 – supportive leadership and knowledge management. 2) The developed strategy to administer schools for being a professional learning organization was appropriate for application as a whole at the highest level (  = 4.59, S.D. = 0.71). 3) The manual for using the strategy to administer schools for being a professional learning organization comprised explanation, objectives, expected benefits, introduction, strategy to administer schools for being a professional learning organization, implementation of the strategy and the role and duties of the persons involved. The manual for using the strategy was found appropriate at high level.
