ยุทธศาสตร์การอนุรักษ์ป่าสงวนแห่งชาตินากาย-น้ำเทิน : กรณีศึกษาบ้านนาเมือง เมืองคำเกิด แขวงบลิคำไซ สาธารณรัฐประชาธิปไตยประชาชนลาว |

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและปัญหาของป่าสงวนแห่งชาตินากาย-น้ำเทิน 2) สร้างยุทธศาสตร์ การอนุรักษ์ป่าสงวนแห่งชาตินากาย-น้ำเทิน 3) ปรับปรุงและเผยแพร่ยุทธศาสตร์การอนุรักษ์ป่าสงวนแห่งชาตินากาย-น้ำเทิน
กลุ่มตัวอย่างในการวิจัยคัดเลือกแบบเจาะจง ประกอบด้วยเจ้าหน้าที่จากหน่วยงานภาครัฐ องค์กรภาคประชาชน และตัวแทนประชาชน
จำนวน 49 คน เครื่องมือในการวิจัย คือ แบบสัมภาษณ์ โดยใช้เทคนิคการวิเคราะห์ศักยภาพแบบ SWOT Analysis สถิติที่ใช้ใน
การวิเคราะห์คือ ค่าเฉลี่ย ข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า สภาพปัจจุบันของป่าสงวนแห่งชาตินากาย-น้ำเทิน
มีการเข้าไปใช้ประโยชน์ในพื้นที่ป่าเพิ่มมากขึ้น ทำให้พื้นที่ป่าไม้ลดลงอย่างต่อเนื่อง สภาพปัญหา คือ การลักลอบตัดไม้ทำลายป่า
การล่าสัตว์ป่า การเก็บหาของป่า การบุกรุกครอบครองพื้นที่ป่า การนำสัตว์เลี้ยงเข้าไปเลี้ยงในป่า และการจับสัตว์น้ำด้วยอุปกรณ์
ผิดกฎหมาย แนวทางแก้ปัญหา คือ 1) เสริมความรู้ความเข้าใจ สร้างจิตสำนึกและความตระหนัก 2) ส่งเสริมอาชีพภูมิปัญญาท้องถิ่น
3) ส่งเสริมคุณภาพชีวิตประชาชน 4) อบรมเพิ่มประสิทธิภาพการปฏิบัติงานของเจ้าหน้าที่ 5) รณรงค์เผยแพร่ประชาสัมพันธ์ 6) ส่งเสริม
การมีส่วนร่วมในการจัดการป่า 7) เข้มงวดและเคร่งครัดการใช้กฎหมาย 8) จัดตั้งคณะกรรมการหมู่บ้านดูแลรักษาป่า 9) ให้ค่าตอบแทน
และสวัสดิการแก่เจ้าหน้าที่ผู้ปฏิบัติงาน 10) ให้รางวัลนำจับแก่ผู้แจ้งเบาะแสการลักลอบตัดไม้ทำลายป่า และ 11) การทำงานเชิง
บูรณาการ ยุทธศาสตร์การอนุรักษ์ได้รับการวิพากษ์โดยผู้ทรงคุณวุฒิและทุกภาคส่วนที่เกี่ยวข้อง มีองค์ประกอบคือ วิสัยทัศน์ พันธกิจ
ยุทธศาสตร์ ตัวชี้วัด เป้าหมาย กลยุทธ์ มาตรการ โดยมี 5 แผนงาน 10 โครงการ

The objectives of this study were: 1) to investigate the present state and problem of the Nakai-Namteun National Forest Reserve, 2) to create a strategy for conserving the Nakai-Namteun National Forest Reserve, and
3) to revise and disseminate strategy for conserving the Nakai-Namteun National Forest Reserve. The purposively
selected sample was officers from the Government’s work units, people from private sector organizations, and
representatives of people, totaling 49 people. The instruments used in this study were an in-depth interview
guide and a potential analysis technique through SWOT analysis. Statistics used for data analyses were mean,
whereas content analysis was used for quantitative data. The findings of study were found as follows : From the
current circumstances of the Nakiai-Namteun Forest Reserve, the forest area has been used increasingly. The
forest area, then, has been decreased dramatically and continually. The problem states were as follows :
1) cutting trees–destroying the forest on the sly, hunting wild lives, collecting or looking for the forest product,
invading and possessing the forest area, bring the domestic animals to be raised in the forest, and catching water
animals by outlaw equipment. An approach to solve the problems were as follows: 1) enhancing knowledge,
understanding and creating conscious mind and awareness, 2) supporting and promoting the occupation that
employs local wisdom, 3) promoting people’s quality of life, 4) giving a train for increasing performance efficiency
to the officers, 5) making a campaign, disseminating and exercising public relations, 6) involving locals in forest
management, 7) being restrictive and strict in enforcing the regulations and rules, 8) establishing a village
committee to be responsible for protecting the national forest reserve, 9) providing payment and welfare to
officers whose work was concerned with forest, 10) rewarding those who make a report till those who cut
tree–destroy forest are arrested, and 11) working integration. The strategy has been commented by luminaries
and stakeholders. The strategy is composed of these: vision, mission, strategy Issue, objectives, Indicators targets,
strategies, measures, and possesses 5 action plans and 10 projects.
