                                     การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับการมีส่วนร่วมของชาวไทยภูเขาเผ่าลัวะที่มีต่อการอนุรักษ์ทรัพยากรธรรมชาติ ในเขตพื้นที่ป่าธรรมชาติ กรณีศึกษาโครงการสถานีพัฒนาการเกษตรที่สูงตามพระราชดำริภูพยัคฆ์ 2) ปัจจัยที่มีความสัมพันธ์กับการมี ส่วนร่วมของชาวไทยภูเขาเผ่าลัวะในการอนุรักษ์ทรัพยากรธรรมชาติในเขตพื้นที่ป่าธรรมชาติ และ 3) ปัญหาและอุปสรรค พร้อมจัดทำ ข้อเสนอในการดำเนินงานด้านการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม ประกอบการพัฒนาคุณภาพชีวิตของประชาชน ประชากรที่ใช้ในการวิจัยได้แก่ หัวหน้าหรือตัวแทนครอบครัวชาวไทยภูเขาเผ่าลัวะที่อาศัยอยู่ในพื้นที่โครงการสถานีพัฒนาการเกษตรที่ สูง

    ตามพระราชดำริภูพยัคฆ์ จำนวน 279 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม มีค่าความเชื่อมั่น 0.96 สถิติที่ใช้ ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานด้วย t-test และ F-test ผลการวิจัยพบว่า 1) ระดับการมีส่วนร่วมโดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับ ปานกลาง 2 ด้าน และระดับน้อย 2 ด้าน ได้แก่ ด้านการมีส่วนร่วมในผลประโยชน์ ด้านการมีส่วนร่วมปลูกจิตสำนึก ด้านการมีส่วนร่วม ติดตามประเมินผล และด้านการมีส่วนร่วมตัดสินใจ ตามลำดับ 2) ปัจจัยที่มีผลต่อการมีส่วนร่วมในการอนุรักษ์ทรัพยากรธรรมชาติ มีระดับความแตกต่างกัน ได้แก่ เพศ ระดับการศึกษาและอาชีพ และ 3) ปัญหาและอุปสรรค ประกอบด้วยด้านการรับรู้ข่าวสารจากสื่อ ต่างๆ ด้านความยากจนของราษฎร เนื่องจากรายได้ไม่พอกับค่าใช้จ่ายในครัวเรือน และความไม่รู้ถึงสภาพปัญหาการอนุรักษ์ ทรัพยากรธรรมชาติและสิ่งแวดล้อมในชุมชนที่กำลังประสบอยู่

  • Abstract

                                      The objectives of this study were: 1) to investigate a level of participation of ‘Lua’ Thai hill tribe people in conservation of natural resources in the natural forest area based on the case study of ‘Phuphayak’ Royal Project of Plateau Agricultural Development Station, 2) to examine factors related to participation of ‘Lua’ Thai hill tribe people in conservation of natural resources in the natural forest area, and 3) to search for problems and obstacles as well as make some suggestions in management of conserving natural resources and the environment for development of

    people’s quality of life. The population used in the study was 279 ‘Lua’ Thai hill tribe people who were a leader or representative of ‘Lua’ Thai hill tribe family who resided in the area of ‘Phuphayak’ Royal Project of Plateau Agricultural Development Station. The instrument used in collecting the data was a questionnaire whose reliability value was 0.96. Statistics used for analyzing data were percentage, mean, standard deviation, and t-test as well as F-test for hypothesis testing. The results were found as follows. 1) The degree of participation as a whole was at moderate level. Considering it by aspect, two aspects of moderate level and two aspects of low level were participation in benefits, participation in building a conscious mind, participation in follow-up and evaluation, and participation in making a decision respectively. 2) The factors that affected participation in conservation of natural resources varied in degree according to sex, educational attainment, and occupation. And 3) the problems and obstacles consisted of the respect of getting informed from various media, the respect of poverty of people as a result of insufficient incomes which could not meet all their expenses in the household, and the respect of ignorance of the problem state in conservation of natural resources and the environment in the community being encountered.
