ความสัมพันธ์ระหว่างสมรรถนะการบริหารของผู้บริหารโรงเรียนกับประสิทธิผล ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาในจังหวัดนครพนม |

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสมรรถนะการบริหารของผู้บริหารโรงเรียน และประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาในจังหวัดนครพนม 2) เพื่อเปรียบเทียบสมรรถนะการบริหารของผู้บริหารโรงเรียน และ
ประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาในจังหวัดนครพนม ตามความคิดเห็นของผู้บริหารโรงเรียนและครู
ผู้สอน จำแนกตามประสบการณ์การทำงาน จำแนกตามระดับการจัดการเรียนการสอน 3) เพื่อหาความสัมพันธ์ระหว่าง
สมรรถนะการบริหารของผู้บริหารโรงเรียนกับประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาในจังหวัดนครพนม
4) เพื่อหาแนวทางที่เหมาะสมในการพัฒนาสมรรถนะการบริหารของผู้บริหารโรงเรียน และประสิทธิผลของโรงเรียน สังกัด
สำนักงานเขตพื้นที่การศึกษาในจังหวัดนครพนม ประชากรที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารโรงเรียน และครูผู้สอนใน
โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาใน จังหวัดนครพนม ปีการศึกษา 2552 ใน 499 โรงเรียน จำนวน 6,041 คน ซึ่ง
จำแนกเป็น ผู้บริหารโรงเรียน 499 คน และครูผู้สอน 5,542 คน กลุ่มตัวอย่าง จำนวน 385 คน ประกอบด้วย ผู้บริหารโรงเรียน
113 คน และครูผู้สอน 272 คน ซึ่งได้มาโดยวิธีสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามชนิด
มาตราส่วนประมาณค่าที่ผู้วิจัยสร้างขึ้น ประกอบด้วย ด้านสมรรถนะการบริหารของผู้บริหารโรงเรียน มีค่าความเชื่อมั่นเท่ากับ
0.91 และด้านประสิทธิผลของโรงเรียน มีค่าความเชื่อมั่น เท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย
ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ และสัมประสิทธิ์สหสัมพันธ์อย่างง่ายของเพียร์สัน ผลการวิจัย
พบว่า 1) สมรรถนะการบริหารของผู้บริหารโรงเรียน และประสิทธิผลของโรงเรียน โดยรวมและรายด้านอยู่ในระดับมาก
2) สมรรถนะการบริหารของผู้บริหารโรงเรียน ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน โดยรวมแตกต่างกันอย่างมี
นัยสำคัญทางสถิติที่ระดับ .01 โดยผู้บริหารโรงเรียนเห็นว่าผู้บริหารโรงเรียนมีสมรรถนะการบริหารสูงกว่าครูผู้สอน ประสิทธิผล
ของโรงเรียน โดยรวมและรายด้าน แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ เมื่อพิจารณาสมรรถนะการบริหารของผู้บริหาร
โรงเรียน และประสิทธิผลของโรงเรียน จำแนกตามประสบการณ์การทำงาน และจำแนกตามระดับการจัดการเรียนการสอนของ
โรงเรียน โดยรวมและรายด้าน แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ 3) ความสัมพันธ์ระหว่างสมรรถนะการบริหารของ
ผู้บริหารโรงเรียนกับประสิทธิผลของโรงเรียน โดยภาพรวม มีความสัมพันธ์กันในทางบวก อย่างมีนัยสำคัญทางสถิติที่ระดับ .01
4) สมรรถนะการบริหารของผู้บริหารโรงเรียน ด้านที่ต้องพัฒนาประกอบด้วย ด้านการปฏิบัติงานขององค์กรโดยเน้นผลถาวร
ด้านการรายงานผลการพัฒนาคุณภาพการศึกษาได้อย่างเป็นระบบ ด้านการปฏิบัติตนเป็นแบบอย่างที่ดี ด้านการร่วมมือกับ
ชุมชนและหน่วยงานอื่นอย่างสร้างสรรค์ ด้านการแสวงหาและใช้ข้อมูลข่าวสารในการพัฒนา ด้านการเป็นผู้นำและสร้างผู้นำ และ
ด้านการสร้างโอกาสในการพัฒนาได้ทุกสถานการณ์ ส่วนประสิทธิผลของโรงเรียนด้านที่ต้องยกระดับประกอบด้วย กลุ่มบริหาร
งานบุคคล และกลุ่มบริหารงานทั่วไป ซึ่งผู้วิจัยได้เสนอแนะไว้แล้ว

The purposes of this research were 1) to study the administration competencies of the school administrators and the effectiveness of the schools under the Offices of Nakhon Phanom Educational Service Area; 2) to compare
the administration competencies of the school administrators and the effectiveness of the schools under the Offices of
Nakhon Phanom Educational Service Area based on the opinions of the school administrators and teachers classified
by work experience and class levels; 3) to study the relationship between the administration competencies of the
school administrators and the effectiveness of the schools under the Offices of Nakhon Phanom Educational Service
Area; and 4) to suggest guidelines for developing the administration competencies of the school administrators and
the effectiveness of the schools under the Offices of Nakhon Phanom Educational Service Area. The populations
used in this study were 6,041 people from 499 schools under the Offices of Nakhon Phanom Educational Service
Area in the academic year of 2009 comprising 499 school administrators and 5,542 teachers. The sample group of
385 subjects consisted of 113 school administrators and 272 teachers selected by multi-stage random sampling. The
tool used to collect the data was a 5-rating scale questionnaire, constructed by the researcher, comprising 2 parts.
The first part was about the administration competencies of the school administrators with the reliability coefficient of
0.91. The second part was about the effectiveness of the schools with the reliability coefficient of 0.98. The statistics
used to analyze the data were percentages, means, standard deviations, t-test (independent samples), F-test
(One-way ANOVA), and Pearson Correlation Coefficient. The results of this research were as follows: 1) The overall
and each aspect of the administration competencies of the school administrators and the effectiveness of the schools
were at high levels. 2) The overall administration competencies of the school administrators according to the opinions
of the school administrators and teachers showed a statistically significant difference at the .01 level; the opinions of
the school administrators towards the administration competencies of the school administrators were higher than
those of the teachers. The overall and each aspect of the effectiveness of the schools according to the opinions of
the school administrators and teachers did not show a statistically significant difference. The overall and each aspect
of the administration competencies of the school administrators and the effectiveness of the schools according to the
opinions of the school administrators and teachers classified by work experience and class levels did not show a
statistically significant difference. 3) On the whole, the administration competencies of the school administrators had a
statistically significant positive correlation with the effectiveness of the schools at the .01 level. 4) The researcher
suggested the aspects of the administration competencies of the school administrators that needed to be developed
including the performance of the organization by focusing on permanent outcomes, the systematic report on the
educational quality improvement, the good conduct as a model, the creative collaboration with the community and
other agencies, the seeking and using information for development, the leadership and leader building, and the
building of opportunities to enable the development under any circumstances. The researcher also suggested the
aspects of the effectiveness of the schools that needed to be raised including the personnel administration and
general administration.
