การวิจัยครั้งนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาระดับภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารโรงเรียน และประสิทธิผล การบริหารโดยใช้โรงเรียนเป็นฐาน 2) เพื่อเปรียบเทียบภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารโรงเรียน และประสิทธิผล
การบริหารโดยใช้โรงเรียนเป็นฐาน ตามความคิดเห็นของผู้บริหารโรงเรียนและครู จำแนกตามระดับที่เปิดสอน 3) เพื่อศึกษา
ความสัมพันธ์ระหว่างภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารโรงเรียนกับประสิทธิผลการบริหารโดยใช้โรงเรียนเป็นฐาน 4) เพื่อ
หาแนวทางในการพัฒนาภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารโรงเรียนและยกระดับประสิทธิผลการบริหารโดยใช้โรงเรียนเป็น
ฐาน ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาในจังหวัดนครพนม ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ ผู้บริหารโรงเรียน
และครู สังกัดสำนักงานเขตพื้นที่การศึกษา ในจังหวัดนครพนม ปีการศึกษา 2552 จำนวน 6,441 คน โดยจำแนกเป็นผู้บริหาร
โรงเรียน จำนวน 499 คน และครู จำนวน 5,942 คน กลุ่มตัวอย่าง จำนวน 385 คน ประกอบด้วยผู้บริหารโรงเรียน จำนวน
113 คน และครู จำนวน 272 คน ซึ่งได้มาโดยวิธีการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม
มาตราส่วนประมาณค่า ประกอบด้วย ด้านภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารโรงเรียน ค่าความเชื่อมั่น เท่ากับ 0.97 และ
ด้านการบริหารโดยใช้โรงเรียนเป็นฐาน ค่าความเชื่อมั่น เท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย
ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ ผลการวิจัยพบว่า 1) ภาวะผู้นำการเปลี่ยนแปลงของผู้บริหาร
โรงเรียน และประสิทธิผลการบริหารโดยใช้โรงเรียนเป็นฐาน โดยรวมและรายด้าน อยู่ในระดับมาก 2) ความคิดเห็นต่อภาวะผู้นำ
การเปลี่ยนแปลงของผู้บริหารโรงเรียน โดยรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อจำแนกตาม
ระดับที่เปิดสอน พบว่า โดยรวมไม่แตกต่างกัน ส่วนความคิดเห็นต่อประสิทธิผลการบริหารโดยใช้โรงเรียนเป็นฐาน จำแนกตาม
ระดับที่เปิดสอนโดยรวมไม่แตกต่างกัน 3) ภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารโรงเรียนกับประสิทธิผลการบริหารโดยใช้
โรงเรียนเป็นฐาน มีความสัมพันธ์กันในทางบวก อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4) ผู้บริหารโรงเรียนควรได้รับการพัฒนา
2 ด้าน คือ ด้านการสร้างบารมี และด้านการกระตุ้นให้เกิดเชาวน์ปัญญา และควรพัฒนาประสิทธิผลการบริหารโดยใช้โรงเรียน
เป็นฐาน 3 ด้าน คือ ด้านภาวะผู้นำ ด้านระบบสารสนเทศเพื่อการพัฒนา และด้านหลักการเสริมพลังอำนาจไว้ด้วย

This research aimed 1) to study the level of transformational leadership of school administrators and effectiveness of school-based management 2) to compare the transformational leadership of school administrators
and effectiveness of school-based management in to the opinions of school administrators and teachers classified
according to educational level 3) to study the relationship between transformational leadership of school
administrators and effectiveness of school-based management and 4) to find the way to develop transformational
leadership of school administrators and to enhance the effectiveness of school-based management of schools under
the Office of Nakhon Phanom Educational Service Area. The population consisted of 499 school administrators and
5,942 teachers under the Office of Nakhon Phanom Educational Service Area in academic year 2009. The samples
were 113 school administrators and 272 teachers derived from by Multi-stage Sampling. The instrument used was a
rating scale questionnaire in transformational of school administrators and school-based management with the
reliability of 0.97 and 0.98 respectively. The statistics employed in data analysis were percentage, mean, standard
deviation, t-test and F-test. The results were as follows: 1) the transformational leadership of school administrators
and effectiveness of school-based management in overall and individual aspects were at the high level. 2) The school
administrators’ opinions toward the transformational leadership in overall and individual aspects were significantly
different at .05 level. Classifying by educational level, it was found that the overall aspects were different with no
statistic of significance. In addition, the effectiveness of school-based management according to the opinions of
school administrators and teachers classified by educational level in overall were different with no statistic of
significance. 3) The relationship between transformational leadership of school administrators and effectiveness of
school-based management revealed the positive relation at .01 level of significance. 4) This research had proposed
the way to develop the transformational leadership of school administrators under the Office of Nakhon Phanom
Educational Service Area in 2 aspects: moral authority erection and intelligence stimulation; and also the
effectiveness of school-based management had proposed in 3 aspects: leadership, information technology
development and power principle encouragement.
