ความสัมพันธ์ระหว่างการบริหารโดยใช้โรงเรียนเป็นฐานกับประสิทธิผลการบริหาร งานวิชาการ ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาในจังหวัดนครพนม |

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการบริหารโดยใช้โรงเรียนเป็นฐานและประสิทธิผลการบริหาร งานวิชาการของ โรงเรียน 2) เปรียบเทียบสภาพการบริหาร ตามความคิดเห็นของผู้บริหาร ครูผู้สอน และประธานกรรมการสถานศึกษาขั้นพื้นฐาน
3) ศึกษาความสัมพันธ์ระหว่างการบริหารกับประสิทธิผลการบริหารงานวิชาการ 4) หาแนวทางการพัฒนาการบริหาร และยกระดับ
ประสิทธิผลการบริหารงานวิชาการ ประชากรที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหาร ครูผู้สอนและประธานกรรมการสถานศึกษาขั้นพื้นฐาน
ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาในจังหวัดนครพนม ปีการศึกษา 2552 จำนวน 6,560 คน กลุ่มตัวอย่างที่ใช้ในการวิจัย
ครั้งนี้ จำนวน 390 คน ประกอบด้วย ผู้บริหาร จำนวน 78 คน ครูผู้สอน จำนวน 234 คน และประธานกรรมการสถานศึกษาขั้นพื้นฐาน
จำนวน 78 คน โดยใช้วิธีการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยครั้งนี้เป็นแบบสอบถามสภาพการบริหารโดยใช้โรงเรียน
เป็นฐาน มีค่าความเชื่อมั่นเท่ากับ 0.97 และแบบสอบถามประสิทธิผลการบริหารงานวิชาการ มีค่าความเชื่อมั่นเท่ากับ 0.98 สถิติที่ใช้ใน
การวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ (Percentage) ค่าเฉลี่ย () ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และการทดสอบค่าเอฟ (F – test)
ผลการวิจัยพบว่า 1) สภาพการบริหารโดยใช้โรงเรียนเป็นฐานและประสิทธิผลการบริหารงานวิชาการของโรงเรียน อยู่ในระดับมาก
2) ความคิดเห็นของผู้บริหาร ครูผู้สอน และประธานกรรมการสถานศึกษาขั้นพื้นฐาน ต่อสภาพการบริหารโดยใช้โรงเรียนเป็นฐานและ
ประสิทธิผลการบริหารงานวิชาการ มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และ .05 ตามลำดับ 3) โรงเรียนที่มี
การจัดการศึกษาต่างระดับกัน มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4) การบริหารโดยใช้โรงเรียนเป็นฐาน
มีความสัมพันธ์ทางบวกกับประสิทธิผลการบริหารงานวิชาการของโรงเรียน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 5) สภาพการบริหาร
โดยใช้โรงเรียนเป็นฐาน ควรพัฒนาด้านหลักการมีส่วนร่วม ส่วนประสิทธิผลการบริหารงานวิชาการ ควรพัฒนา ด้านการวิจัยเพื่อพัฒนา
คุณภาพการศึกษาในสถานศึกษา ด้านการนิเทศการศึกษา ด้านการประสานความร่วมมือในการพัฒนาวิชาการกับสถานศึกษา และ
องค์กรอื่น และด้านการส่งเสริมและสนับสนุนงานวิชาการแก่บุคคล ครอบครัวองค์กรหน่วยงานสถานประกอบการ และสถาบันอื่นที่
จัดการศึกษา

This study aimed 1) to investigate the state of school-based management and effectiveness of academic administration in schools under the Offices of Nakhon Phanom Educational Service Area, 2) to compare the state
of school-based management bases on administrators, teachers and members of basic education’s views, 3) to
investigate the state management relationship between the administration and effectiveness of academic
administration and 4)to investigate the management development approaches and enhance effectiveness of
academic administration. There were 390 samples of the study, selected by multi-stage sampling, consisting of 78
school administrators, 234 teachers, and 78 chairpersons of school advisory committee. Instrument used to
collect data was a 2-part set of researcher-constructed questionnaires. The first part had questions about the
state of school-based management in schools, the reliability was 0.97; whereas the questions of the second part,
the reliability of 0.98, were about the effectiveness of academic administration. Statistics used for data analysis
were percentage, mean, standard deviation, and F-test. Results of the study were as follows:1) State of schoolbased
management and effectiveness of academic administration in schools under the Offices of Nakhon Phanom
Educational Service Area, as a whole was at the high level, 2) Views of school administrators, teachers, and
chairpersons of school advisory committee on state of school-based management in schools under the Offices of
Nakhon Phanom Educational Service Area were statistically different at the significance level of .01 and .05,
3) State of school-based management among schools under the Offices of Nakhon Phanom Educational Service
Area which provided in different levels were statistically different at the significance level of .01, 4) Statistically,
positive relationship between state of school-based management and effectiveness of academic administration
was found at the significance level of .01 and 5) There was improved for the school-based management in
schools under the Offices of Nakhon Phanom Educational Service Area in the area of principle of participation;
whereas those for the effectiveness of academic administration were in the areas of research and development in
schools, educational supervision, cooperation with other schools and agencies on academic affairs development,
and the promotion and support of academic services for individuals, families, agencies, enterprises, and other
educational institutions.
